Role Overview:

The Materials Manager is responsible for overseeing the planning, procurement, storage, control, inventory, and distribution guidance of materials, parts, products, and supplies according to the needs of the District to include Highway Operations, Fleet, Stockroom, Safety, and all other departments within the District.

 

Location

This position is located in INDOT’s Vincennes District.

 
 

Salary:

This position traditionally starts at an annual salary of $53,222.00. Salary for this position may be commensurate with education and job experience. 

 

A Day in the Life:

The essential functions of this role are as follows:

  • Monitoring and managing inventory levels of the District Stockrooms
  • Monitoring and managing inventory levels of the District’s Aggregate materials
  • District Liaison with vendors to ensure accuracy of orders and proper and timely delivery of parts or materials throughout the District to include salt, aggregate materials, parts, products, and general supplies that have been determined needed for the District and Operations.
  • Reviewing prices and purchasing methods for determining the best price, QPA, and procurement method to meet operational needs and District budgets
  • Reviewing current contracts to ensure vendors meet quality standards and pricing agreements
  • Reviewing processes, markets, and specifications to recommend best procurement methods for parts, products, equipment, and supplies
  • Direct and manage daily operations and performance of District Inventory Administrator and Stockroom Clerks throughout the District
  • Develop and oversight of standard operating procedures for District Stockrooms to ensure accurate inventory, safety compliance, and proper procurement methods are being conducted to support Fleet and Highway Operations
  • Work with District Fleet Manager and DIA to prepare and execute Annual/Biannual Surplus Auction for District.
  • Support District DIA to ensure the annual Asset Inventory audit executed and completed
  • Support District DIA to ensure monthly and annual stockroom audits are executed and completed and results reported out
  • Support District in 5S program of materials throughout the district by partnering with Highway Operations, Fleet, Facilities, and Safety to ensure accurate inventory and meeting various safety and environmental compliance throughout the district.
  • Provide necessary training and support for M5 and WMS data and processes to ensure proper inventory and processes are current, accurate, and compliant
    Manage the Material Budget to include forecasting, planning, variances, and reporting financial impact to Budgets that may impact overall District Operations
  • Assist in providing data and reports to resolve vendor issues, vendor non-compliance, and contract awards protests/allegations
  • Facilitate and communicate key performance metrics to include stockroom scorecard, material inventory levels, adjustments, and other areas identified as impactful to District Operations

This position is exempt from overtime compensation for additional work hours which may be required to complete essential functions or other assigned work. Exempt employees may work more than 75 hours in a pay period without additional compensation and must report a minimum of 75 hours per pay period of work hours and/or paid leave taken to receive their base biweekly salary.

What You'll Need for Success:

The ideal candidate in this role should minimally have either  

  • a Master’s Degree with 1+ years of experience, or  
  • a Bachelor’s Degree with 3+ years of experience, or  
  • a Associate’s Degree with 5+ years of experience, or 
  • at least 7+ years of experience applying the below, outlined knowledge, skills, and abilities in a similar role. 

You must meet the following requirements to be considered for employment:

  • Specialized knowledge in program subject matter obtained through experience and/or education. 
  • Specialized knowledge of program area including pertinent rules and regulations.
  • Extensive knowledge of all source materials and references including federal and state laws governing the programs.
  • Ability to develop and implement new principles and policies and discern any far-reaching implications.
  • Ability to communicate orally and in writing.
  • The ability to apply general rules to specific problems to produce answers that make sense.
  • Ability to work effectively with a wide variety of stakeholders.
  • Working knowledge of accounting and budget principles.
  • Ability to delegate work, set clear direction, and manage workflow.
  • Ability to effectively give feedback, provide guidance or corrective action, coach, and develop employee skillsets.
  • Able to perform essential functions with or without reasonable accommodation.

Supervisory Responsibilities/Direct Reports:

This role may be utilized in a supervisory capacity based on agency needs.
