About the Job:

This position serves as an advisor providing guidance, assistance, engineering expertise and as a field coordinator to the District and Subdistricts. This position assists the Highway Maintenance Director in coordinating, reviewing, and making recommendations for the Technical Services Section and acts as a liaison between the District and sub districts in coordinating, reviewing and making recommendations related to the activities and functions of the sub districts through the Sub District Operations Manager. Supports implementation of processes and procedures to ensure effective use of the Department’s resources to maintain assets.

A Day in the Life:

  • Provides expertise in maintenance activities and participates in the development and review of programs and operating procedures for the maintenance of the Department’s roadway system;
  • Support the needs of District maintenance operations by providing technical support, researching, and responding to questions, trouble shooting, and problem solving.
  • Performs quality control (QC) reviews of maintenance operations to ensure compliance with internal Performance Standards work methods; enforces methods to assure the workability of all elements of maintenance to ensure the highest quality of work is performed;
  • Makes frequent inspections of all roads, right-of-ways and other Department responsibilities with the sub districts to determine maintenance needs;
  • Coordinate with Technical Services and Capital Program to ensure the culvert replacement program are being completed in accordance with upcoming Construction projects.
  • Assist in the management and oversight of the maintenance small culvert inspection program;
  • Provides oversight and direction for Maintenance Preservation Program (Chip Seal, Bridge, Culvert Replacement, and Spot Paving).
  • Based on field observations makes recommendations to the Sub District Operations Managers on the Maintenance Management Program to ensure key activities, quantities, and timelines are met while ensuring emphasis is placed on addressing asset needs;
  • Identifies and provides technical training for District Operations Employees and Subdistrict Operations Employees.
  • Assist in establishing and managing all maintenance contracts.
  • Participates in the scheduling of sub district maintenance activities and coordinates activities involving the District and sub district;
  • Makes recommendations for the correction of drainage deficiencies and assists in the implementation of corrective action
  • Evaluates sub district performance relative to the annual work program, standard work methods, and resource utilization and makes recommendations for improvement where the need is recognized;
  • Makes recommendations for vegetation management related activities;
  • Acts as liaison between District Divisions such as Technical Services, Construction, Capital Program Management, etc.
  • Responsible and knowledgeable in technical aspects of winter operations;
  • Performs other related duties as assigned.

What We're Looking For:

  • Civil Engineer with Bachelor of Science Degree in related field and licensed as a registered Professional Engineer in Indiana;
  • Three to five years roadway experience preferred;

  • Knowledge Pavement, Bridge, and Roadside maintenance practices;
  • Experience in operations, finance, and project management;
  • Extensive knowledge of construction practices and methods obtained through field experience;
  • Excellent oral and written communication skills;
  • Must be willing to travel throughout the District, working with Sub District crews;
  • Ability to work in a multi-disciplianary team environment;
  • Must be able to work independently;
  • Must have the ability to read and interpret a wide variety of specifications, contracts, plans, policy, laws, administrative rules and regulations, and apply to Highway Operations;
  • Knowledge and understanding of state of the art methods, materials, and procedures for cost effective bridge construction, roadway maintenance, and traffic operations;
  • Outstanding interpersonal skills, able to build relationships and establish credibility;
  • Ability to work with internal and external customers to assess needs, provide assistance, resolve problems, and satisfy expectations;
  • Must possess valid Indiana driver’s license.
