This position is for the Capital Management Design Manager and is located in the Vincennes District. 
 

About the Job:

As Design Manager, you will manage, supervise, and coordinatesthe development of plans, proposals, specifications, and engineering estimates for all Design squads

A Day in the Life:

  • Serves as the Administrator of the Office of In-House Design by providing leadership and directing all functions performed by multi-sections of the In-House Design section by assigning and monitoring work assignments, work hours, and overtime;
  • Coordinates and promotes new and ongoing training for Office personnel, and ensures establishment and implementation of individual employee training programs;
  • Establishes work priorities for the Office of In-House Design and ensures that these priorities are adhered to as required;
  • Formulates, implements, analyzes and evaluates performance measures for the Office of In-House Design;
  • Supervises and monitors implementation of the Strategic Action Plan for the Office of Design;
  • Develops, monitors and assumes responsibility for the Office of Production In-House administrative budget;
  • Directs development and implementation of design policies and procedures in the plan composition and preparation of construction plans for the roadway and structure improvement type projects;
  • Overall accountable for the design program scheduling and coordination with District customers;
  • Recommends, implements, provides direction to staff, and monitors incorporation of new and revised design policies and procedures into projects design;
  • Ensures that activities performed in the Office of In-House Design are in compliance with Departmental policies, state and federal statutes and Occupational Safety and Health Administration (OSHA), American Association of State Highway Transportation Officials (AASHTO), Federal Highway Administration (FHWA) and American Society for Testing and Materials (ASTM) requirements;
  • Formulates, recommends and implements long-range organizational, information system and design system plan for the Office of Production;
  • Keeps the Director of Division of Production well informed of projects, activities, problems, processes, etc;
  • Recommends changes to the Office of Production consistent with changes in mission, future forecast of workloads, and availability of funding and personnel; and,
  • Performs other related duties as assigned.

What You'll Need for Success:

  • Bachelor of Science degree in Civil Engineering;
  • Minimum of five (5) years design experience, with a minimum of two (2) years managerial experience preferred;
  • Licensed as registered Professional Engineer;
  • Must possess a valid Indiana driver’s license;
  • Extensive knowledge of civil engineering, public relations, OSHA safety practices, employee training and development, supervisory principles and techniques;
  • Extensive knowledge of the INDOT Design Manual, Standards and Specifications;
  • Considerable knowledge in use of a computer, CADD and drafting equipment;
  • Ability to comprehend and interpret a variety of civil engineering principles, techniques, procedures, criteria, plans and specifications and related data;
  • Ability to exercise independent judgment to anticipate and solve unprecedented engineering problems, determine program objectives and requirements, organize projects and develop policy, standards and guidelines for diverse engineering activities;
  • Ability to comprehend and interpret variety of civil engineering principles, techniques, procedures, criteria, plans and specifications and related data;
  • Ability to define problems, collect data, establish facts and draw valid engineering/technical conclusions;
  • Ability to use statistical analysis, and calculate fractions, decimals and percentages;
  • Ability to identify problems, determine accuracy and relevance of information, use sound judgment to generate and evaluate alternatives and to make recommendations;
  • Ability to cooperate with coworkers on group projects; and,
  • Ability to plan and develop engineering projects with unique or controversial problems and/or novel engineering related concepts and approaches.

Supervisory Responsibilities/Direct Reports:

This role provides direct supervision for one or more staff members.
