Role Overview

The Regional Manager (RM) is responsible for providing leadership to staff and managing operations within the assigned region. You are responsible for regional child welfare practice decisions and the execution of strategic plans consistent with the agency vision and mission.  This Regional Manager is expected to integrate and embed a learning environment inclusive of all staff, and a culture and climate of respect towards children, families and staff alike.  Primary responsibility is to facilitate statewide initiatives, which cross organization lines so that program development, implementation and service delivery are comprehensive, coordinated, and are not duplicative at the regional levels.  You will report directly to an Assistant Deputy Director of Field Operations. The Regional Manager is involved with a variety of executive duties within a state agency or facility which entails a high degree of discretion in interpretation, application and execution of all agency or department policies and programs.

 

Salary Statement

The salary for this position traditionally starts at $93,002.00 but may be commensurate with education or work experience.

 

A Day in the Life:

  • Serve as the regional authority to local offices operated by the division of Field Operations in areas of staffing, program development and implementation, resource allocation and policy development and implementation
  • Establishes and/or communicates and interprets policy and objectives to Local Office Directors that is inclusive, respectful and adheres to the vision, mission and core values of the Department
  • Ensure a strong leadership presence throughout the assigned region and effectively and proactively implement solutions  to address local office and regional needs
  • Facilitate statewide initiatives, which cross organization lines so that program development, implementation and service delivery are comprehensive, coordinated, and are not duplicative
  • Monitor program service delivery to determine cost efficiency, effectiveness, and determine compliance and accountability of local offices with agency wide, statewide and division wide, and initiatives and goals
  • Manage regional funding while exercising fiscal responsibility in the planning of services and programs.  Ensures effective monitoring and accountability of staff to promote and model responsible case planning in connecting families with appropriate resources.
  • Assess effectiveness of program administration in local offices and, where necessary, identifies management, organizational, and staffing problems and works with the local office director to resolve issues and improve  effectiveness and efficiency
  • Ensure compliance with human resource regulations and offer general guidance
  • In collaboration with local office directors assigned within the region, develops both short and long term regional strategies to foster compliance and cost efficient service delivery by empowering and holding local office directors accountable for success of the strategies
  • Evaluates accomplishments toward established goals and makes adjustment in goals, methods or procedures as need arises
  • Represents the Department at public meetings and task forces, which are focused on more than one county and to present information of importance to more than just one community
  • Facilitates development of and oversee quality control reviews or program and management evaluations for the region
  • Provide policy clarification and administration to the local offices to meet the Departmental vision, mission, goals and core values

What You'll Need for Success:

  • Extensive knowledge of public relations and communication theory and practice;
  • Extensive knowledge of the programs, organizations, functions, mission, core values and  operational goals of the Department of Child Services (DCS);
  • Extensive knowledge of federal, state, and local government operations;
  • Extensive knowledge of Indiana State laws, policies, and procedures that apply to DCS services and programs; 
  • Excellent verbal and written communication skills;
  • Broad knowledge of human service delivery systems;
  • Broad knowledge of change management and conflict resolution;
  • General knowledge of the operation of state and local community and advocacy groups;
  • Extensive knowledge of employee relations, engagement techniques and solutions; 
  • Ability to establish and maintain cooperative working relationships with a wide range of internal and external stakeholders and representatives;
  • Ability to address the public, special interest groups, and organizations in open forum;
  • Ability to solve complex problems;
  • Ability to effectively prioritize and manage multiple high profile cases or emergency projects/situations;
  • Required to possess and maintain a valid drivers’ license, independent reliable automobile and appropriate automobile insurance coverage at all times.    
  • Candidate/Incumbent is subject to pre-employment and random drug/alcohol testing.
