Department Statement:
The Construction Division at INDOT is primarily responsible for managing and executing the agency's multimillion-dollar contracts for preventive maintenance and new construction of INDOT's facilities (i.e. roadways, bridges, culverts, and traffic signals). Our mission-driven, service-led team accomplishes this by overseeing all phases of the construction contract and progress to ensure contractors deliver a quality product that conforms to plans and specifications. Indiana has recently been ranked #1 in the infrastructure category of CNBC's "Top States for Business" report and offers opportunities for advancement in construction as well as other departments related to infrastructure.
Role Overview:
As a Construction Area Engineer, you serve as the primary Subject Matter Expert (SME) and strategic liaison for INDOT’s construction and maintenance divisions. You are responsible for the lifecycle of infrastructure projects, from preliminary field checks to the completion of the Final Construction Record. This role balances high-level engineering oversight with the direct supervision of a multi-disciplinary team to ensure Indiana’s transportation network is safe, innovative, and cost-effective.

A Day in the Life:
A day in the life of an INDOT Construction Area Engineer involves balancing high-level engineering oversight with direct team supervision to ensure the safety and efficiency of Indiana's transportation network.
The key responsibilities that form their day-to-day work include:
- Leading and mentoring a multi-disciplinary team of support engineers, project engineers, and construction managers.
- Acting as the primary Subject Matter Expert (SME) for the district, collaborating with designers and project managers on constructability issues.
- Conducting field checks to resolve complex, non-routine technical issues and identify potential design-construction conflicts before they cause delays.
- Managing the change order process, progress estimate, and performing compliance inspections to ensure all work adheres strictly to plans and specifications.
Key Responsibilities
1. Leadership & Team Management
- Direct Supervision: Lead, mentor, and evaluate a team of Support Engineers, Project Engineers, Construction Managers, and Project Supervisors.
- Resource Allocation: Strategically assign personnel to projects based on complexity, expertise, and district needs to ensure optimal project delivery.
- Professional Development: Foster a culture of continuous learning by providing technical guidance and performance feedback to staff.
2. Technical Authority & Constructability
- Liaison & Expert Advice: Act as the district’s SME for constructability, collaborating with designers and project managers during the scoping and design phases.
- Engineering Oversight: Provide high-level engineering direction for all assigned projects, resolving complex, non-routine technical issues that arise in the field.
- Field Checks: Lead preliminary and final field checks to identify potential design-construction conflicts before they impact the budget or schedule.
3. Project Governance & Quality Assurance
- Change Order Management: Drive the change order process by reviewing technical justifications, making expert recommendations, and exercising approval authority at established levels.
- Compliance Inspections: Lead construction administration efforts to ensure all work adheres strictly to plans, INDOT specifications, and special provisions.
- Final Documentation: Oversee the accuracy and completion of all project records, ensuring a seamless transition from construction to long-term maintenance.
This position is exempt from overtime compensation for additional work hours which may be required to complete essential functions or other assigned work. Exempt employees may work more than 75 hours in a pay period without additional compensation and must report a minimum of 75 hours per pay period of work hours and/or paid leave taken to receive their base biweekly salary.
What You'll Need for Success:
You must meet the following requirements to be considered for employment:
- Registered Professional Engineers license in Indiana required.
- Must possess a valid Indiana driver’s license.
- Graduation in an approved engineering curriculum of four (4) years and professional experience in engineering, civil engineering, transportation research, or a closely related field, with demonstrated ability to apply the required knowledge, skills, and competencies in a similar role.
- Two (2) years’ experience as a group or project leader providing work direction and training to engineering technicians and/or lower-level engineers, or two (2) years’ experience in conducting engineering-related research.
- Broad knowledge of civil/transportation disciplines. Understanding of department design standards, policies, and practices. Understanding of the NEPA and NHPA processes. Knowledge of various computer applications such as CAD, spreadsheets, databases, and scheduling. Knowledge of various forms of traffic operations analysis such as capacity analysis and crash analysis. Knowledge of alternatives development, decision-making, and engineering economic analysis.
- Must be able to read and interpret engineering plans and specifications, define problems, collect appropriate data, establish facts, define, and communicate with stakeholders and draw valid engineering solutions. Must be able to handle routine and sensitive contacts with government officials, consulting firms/contractors and the public.
- Ability to identify problems; determine accuracy and relevance of information; use sound judgment to generate and evaluate alternatives and to make recommendations.
- Ability to plan and develop engineering projects with unique or controversial problems and/or novel engineering related concepts and approaches.
