About the Job

Incumbent directs and supervises Project Engineers and/or Project Supervisors, and assigns Project Engineers, Project Supervisors and Inspectors to projects. Incumbent processes all change orders, has approval authority at appropriate levels, and makes recommendations on all others. Incumbent provides engineering direction on all projects assigned, including decisions on non-routine matters. Incumbent provides positive input in preliminary and final field checks, and conducts personal inspection of projects to ensure compliance with plans, policies, special provisions and specifications. Incumbent trains personnel and evaluates assigned personnel, and sets contract time on all projects.

A Day in the Life

  • Develops engineering policies and plans projects concerned with unique or controversial problems which have a significant impact on major organizational programs
  • Acts as an administrator of contracts involving multiple complex projects, programs and directives, and develops and/or revises policies and directives based on field observation and testing
  • Supervises Project Engineers and Project Supervisors
  • Provides budgetary information to supervisor, researches and makes recommendations to assist with long range planning for section
  • Evaluates section's engineering policies, recommends revisions, and approves and implements section policies
  • Evaluates the impact of changes to engineering policies, procedures and standards having statewide implications, makes recommendations to supervisor, integrates changes in existing programs, and directs research and evaluation efforts
  • Conducts personal inspection of projects to ensure compliance with plans, policies, special provisions and specifications
  • Processes change orders
  • Assigns Project Supervisors to projects

What You'll Need for Success:

  • Civil Engineer with B.S. Degree in a related field and licensed as a registered Professional Engineer in Indiana
  • Minimum five (5) years experience
  • Two (2) years experience as a group or project leader providing work direction and training to engineering technicians and/or lower-level engineers, or two (2) years experience in conducting engineering-related research
  • Must possess valid Indiana driver’s license
  • Extensive knowledge and experience in all phases of highway construction, development and management
  • Considerable knowledge of, and ability to apply, ASTM and AASHTO standards and specifications, INDOT Standards and Specifications, highway statutes, departmental and administrative laws, rules, policies and regulations;
  • Working knowledge of highway surveying principles, practices and techniques relative to construction
  • Ability to prepare technical directives and to interpret and follow directives prepared by others, and to effectively disseminate this information to subordinates
  • Ability to identify problems, determine accuracy and relevance of information, and to use sound judgment to generate and evaluate alternatives and to make recommendations
  • Considerable knowledge of civil engineering, OSHA safety practices, employee training and development, and supervisory principles and techniques
  • Considerable knowledge in the use of computer, CADD and drafting equipment
  • Ability to comprehend and interpret a variety of civil engineering principles, techniques, procedures, criteria, plans, specifications and related data
  • Ability to define problems, collect data, establish facts and draw valid engineering/technical conclusions
  • Ability to use statistical analysis, calculate fractions, decimals and percentages
  • Ability to cooperate with co-workers on group projects and/or establish friendly atmosphere as a supervisor
  • Ability to handle routine and sensitive contacts with government officials, consulting firms/contractors and the general public
  • Ability to use critical path method to track contracts
