Salary: This position traditionally starts at an annual salary of $53,222.00. Salary for this position may be commensurate with education and job experience.

 

Location: This position is located in INDOT La Porte.

 

Role Overview: This position will serve as the Outdoor Advertising Compliance and Control Specialist. 

About the Job:

The Engineer Assistant 3 position is responsible for data collection, reconciliation, and implementation of the Outdoor Advertising Control (OAC) program within the District. This position oversees outdoor advertising with respect to State right-of-way (ROW) via permitting done in a manner that balances economic development with transportation infrastructure protection. Position responsibilities include coordination with Central Office, other Districts, and other INDOT divisions to implement policies and procedures for Permits and other programs impacting Outdoor Advertising (OA) and major permit projects. This position serves as the lead for the District in ensuring that applicable Federal and State laws and regulations, as well as INDOT policies and procedures, are followed. Failure to administer the OAC program effectively could result in a 10% reduction in Indiana’s federal highway funding.

 

The staff person for this position must be a graduate of INDOT’s Certified Technician Program or become certified within the first six months of hire.  The position reports directly to the District Permit Manager.

A Day in the Life:

  • Assists and acts on behalf of the District Permit Manager to oversee, manage and accomplish effective OA as required by the Federal Highway Administration (FHWA) Beautification Act.
  • Ensures compliance with all State and Federal requirements and recommends approval or denial of OA permit applications to District Permit Manager.
  • Serves as District liaison to INDOT Central Office, FHWA, and stakeholders for OA permits.
  • Coordinates OA annual inventory and reconciles issues found.
  • Reviews technical information and provides guidance and recommendations to the District Permit Manager and permit applicants as to the proper procedures for INDOT’s review and issuance of OA permits.
  • Facilitates proper coordination with multiple INDOT programs, in a collaborative environment, to review and issue OA permits for projects with complex right-of-way (ROW) in a timely manner.
  • Develops familiarity with zoning requirements and resources of all localities within the District.
  • Coordinates and assists with the evaluation and disposition of OA signs involved in INDOT construction projects, coordinating with INDOT Real Estate, Utilities, Project Managers, and others as required.
  • Documents all updates, corrections, violations, and other issues in the Electronic Permitting System (EPS) relating to OA permits.
  • Serves as the District lead on procedural information and technical applications relating to OA permits.
  • Responds to inquiries from INDOT personnel and the general public pertaining to the OA permit processes.
  • Coordinates and leads pre-construction meetings for all OA permits as required.
  • Performs OA permit site inspections by reviewing ROW relationship on all new and existing installations.
  • Performs final inspections of approved permitted work on OA projects to ensure permit conformity.
  • Receives, reviews, and approves as-built plans submitted from applicants related to new/revised OA permits.
  • Drafts correspondence and performs follow-up, both informational and legal, for OA compliance issues including, but not limited to: Missing OA plates, permit downgrades/revocation, and illegal/non-permitted signs.

What You'll Need for Success:

  • High School Diploma or equivalent.
  • Two (2) years of experience with INDOT or related transportation work (or sub, training as equal experience).
  • Knowledge/ability to understand and interpret Federal and State rules and regulations, INDOT policies, and construction standards.
  • Excellent people skills.
  • Broad knowledge in agency’s mission, program, and administrative policies and standards.
  • Broad knowledge of accepted construction practices, procedures, and precedents.
  • Strong organizational skills with the ability to manage multiple projects, prioritize workload, and meet deadlines, in many cases concurrently.
  • Customer-focused, with a keen sense of urgency/accountability and able to help resolve problems, develop collaborative solutions, and satisfy expectations.
  • Ability to function effectively under potentially stressful situations, working with various personalities and stakeholders while conforming to changing demands and responsibilities.
  • Effective communication skills, both oral and written.
  • Valid Driver’s License.
  • Valid Commercial Driver's License (CDL), or ability to obtain a CDL within 90 days.
  • During winter weather events, availability to timely report for snow/ice removal activities.

Supervisory Responsibilities/Direct Reports:

This role does not provide direct supervision to direct reports.
