Role Overview:
This position will will supervise reclamation design engineers and guide design standards for Indiana's Abandoned Mine Land Program. The incumbent will also be responsible for preparing plans and specifications for assigned projects. The program delivers approximately $25 million a year in large and small scale reclamation projects. Feature types addressed are typically underground mine subsidence, vertical openings, highwalls, landslides, acid producing materials, and acid mine drainage. The program utilizes consultants and maintains an internal design track. While the position will offer technical support to project management on projects in the consultant design track, the primary duties are drafting reclamation plans utilizing Carlson Civil Suite and writing specifications. It is critical that the Engineering Supervisor have the technical skill and ability to instruct others on how to draft qaulity reclamation plans and bid packages acceptable for bidding through the public works system.
The position will be based out of the Division of Reclamation's Jasonville office. The position will supervise one (1) surveyor and two (2) Reclamation Design Engineers. More engineers may be added in the future. The position typically works five, seven and a half hour days for thirty seven and a half hour weeks (5 days X 7.5 hrs/day= 37.5 hrs/week). Flexible scheduling is available. Hours must be between 7am and 5pm. Remote work is not available.
Salary Statement:
The salary for this position traditionally starts at $85,020.00 but may be commensurate with education or work experience.
A Day in the Life:
The essential functions of this role are as follows:
- Oversee, coordinate, and manage the execution and preparation of projects, including design plans, specifications, and bidding documents.
- Supervise and review documents submitted by contractors for technical adequacy and compliance with project specifications, federal, state, and local laws, rules, and regulations.
- Direct and coordinate the work of architect-engineering firms, contractors, and utility companies to ensure project success.
- Conduct and oversee site visits and inspections, ensuring adherence to design plans and specifications.
- Evaluate and approve proposed design and/or specification changes while projects are in process, ensuring feasibility and compliance.
- Provide expert technical engineering guidance to project teams and stakeholders.
- Oversee the development and preparation of project justification documents, including cost estimates, bills of materials, and supporting technical data for complex or high-priority projects.
- Maintain and oversee project documentation, including authorization records, design progress, construction updates, costs, and project completion details.
- Review, approve, and submit environmental documents, site survey reports, soil analysis reports, and energy source selection reports as required.
- Identify, propose, and advocate for necessary infrastructure projects and upgrades to meet operational and strategic objectives.
- Supervise and mentor lower-level engineers and project staff, providing technical leadership and professional development opportunities.
- Ensure projects align with agency policies, operational needs, and best practices while maintaining compliance with safety and regulatory standards.

This position is exempt from overtime compensation for additional work hours which may be required to complete essential functions or other assigned work. Exempt employees may work more than 75 hours in a pay period without additional compensation and must report a minimum of 75 hours per pay period of work hours and/or paid leave taken to receive their base biweekly salary.
What You'll Need for Success:
The ideal candidate in this role should minimally have either
- Knowledge and skill typically acquired through a Baccalaureate degree (degree in civil engineering or related field desired) plus related work experience; related academic training plus comparable work experience or comparable work experience alone may substitute for a Baccalaureate degree where appropriate.
- A minimum of five (5) years of responsible civil engineering work experience. A Master's Degree may substitute for one (1) year of work experience provided the remaining four (4) years are under the supervision of a registered Professional Engineer. A Doctorate may substitute for two (2) years of work experience provided the remaining three (3) years are under the supervision of a registered Professional Engineer.
- Must have passed the Fundamentals of Engineering (FE) exam.
- Registered Professional Engineers license in Indiana may be required based on the assignment.
Related certifications and coursework may be considered for education or experience.
- Extensive knowledge of construction and engineering principles, practices, and techniques.
- Broad knowledge of federal, state, and local laws, codes, rules, and regulations concerned with engineering, construction, environmental protection and facility, mechanical and electrical design.
- Ability to analyze and evaluate complex technical design and specifications and determine how alterations may affect all facets of a project.
- Ability to communicate effectively, both orally and in writing.
- Ability to utilize CAD drafting skills in preparing designs.
- Ability to keep abreast of new developments and technologies relating to engineering and construction.

- Must annually complete and pass the IDOC Distance Learning and Crew Supervisor
- Course to draw and/or supervise an IDOC crew as needed. – Camp Atterbury only.
