Salary Information:

This position starts at a base salary of $38,688.

About the Job:

This position exists within the Wetlands and Storm Water Section of the Watershed Planning Branch of the Office of Water Quality of the Indiana Department of Environmental Management. As the Wetlands Project Manager, you will be responsible for utilizing applicable laws, regulations, and technical expertise to administer the 401 Water Quality Certification (401 WQC) & State Regulated Wetland Program in an efficient and consistent manner. You will apply knowledge of biology, hydrology, plants, soils, stream characterization, and related wetland sciences and administrative expertise to assist in the development and implementation of wetland laws, regulations, and policies. You will report to a Senior Environmental Manager Supervisor. 

A Day in the Life:

The essential functions of this roles are as follows:

  • Utilize applicable laws, regulations, and technical expertise to administer state regulatory programs, including Section 401 Water Quality Certification Program (401 WQC) and the State Regulated Wetlands (i.e. Isolated Wetlands) Program and communicate with the public. 
  • Apply knowledge of biology, hydrology, plants, soils, stream characterization, and related wetland sciences and administrative expertise to assist in the development and implementation of wetland laws, regulations, and policies. 
  • Coordinate wetland program activities with stormwater program staff and as necessary investigate/document stormwater issues in the field to achieve efficient administration of both programs with an overall goal of compliance.  Coordinate activities with other IDEM program areas and local, state, and federal agencies.
  • Review applications for federal permits or licenses to ensure that permitted activities comply with state water quality standards.  
  • Review applications related to 401 WQC and state regulated wetlands to ensure that permitted activities, in aggregate, promote a net gain in high quality isolated wetland and assure that compensatory mitigation will offset the loss of wetlands allowed by the permitting program. This function is carried out for all applications received through mail and those received electronically.
  • Respond to public inquiries. Prepare a variety of written communication including responses to letters and inquiries from the public, regulated community, elected representatives, and government officials. 
  • Attend internal meetings to explain permitting requirements associated with the wetlands program.
  • Provide internal and external consultation and training on permit requirements and technical wetland principles and theories.
  • Prepare presentation materials and conduct outreach in response to public requests and program priorities.
  • Participate on local, regional, and state committees related to program goals and objectives. 
  • Serve as the primary contact for assigned region, to receive and answer permitting questions related to wetland laws and regulations and ensure customers are provided information or routed to the appropriate IDEM staff or other entity.  
  • Attend pre-application meetings conducted as part of an application review, early coordination meetings, and meetings conducted pursuant to SEA 368 that is administered by the DNR Division of Water.  
  • Conduct and document mitigation site inspections and compliance inspections to assess compliance with the conditions of a Section 401 Water Quality Certification or State Regulated Wetland Permit requirements.  
  • Receive complaints and determine the applicability of the complaint to program priorities.  Prioritize and follow-up on complaints and, where necessary, complete an investigation, update the complaint, and as appropriate issue an inspection report.
  • Prepare technical and inspection reports, violation letters, and enforcement referrals.  Utilize templates and Agency databases to administer the program.

What You'll Need for Success:

  • Bachelor of Science or higher-level degree in a field related to environmental sciences or natural resources (e.g., biology, storm water, hydrology, geology, plant and soil science, agronomy, environmental affairs/policy, civil/environmental engineering, etc.).
  • Three (3) years professional experience in a science related field.
  • Ability to collect and analyze data and prepare reports and technical documents for administrative and regulatory actions.
  • Ability to verify wetland delineations for wetlands including applications.
  • Knowledge of Microsoft Office platforms and GIS.
  • Ability to communicate, verbally and in writing, with individuals and in group situations.

Supervisory Responsibilities/Direct Reports:

This role does not provide direct supervision to direct reports.
