Watch Desk Officer:

The Department of Homeland Security is seeking an enthusiastic individual to serve as the Watch Desk Officer within our agency. The purpose of the Watch Desk is to collect, integrate, evaluate, analyze, and disseminate information and intelligence to support local, state, and federal public safety agencies in mitigating, preparing for, preventing, responding to, and recovering from natural or man-made incidents and disasters. 

The IDHS Watch Desk is located within the State Emergency Operations Center and facilitates information sharing and joint efforts among various State agencies to assist in management of future, ongoing, and past incidents. 

A day in the life:
  • Manage requests for information (RFI) and requests for service (RFS).
  • Handle emergency resource requests for Indiana Department of Environmental Management (IDEM), arson investigators, radiation investigations, elevator and amusement ride inspections, search and rescue canines, cyber-attacks and incidents, Indiana State Department of Health (ISDH) Chempack program, and the Indiana Mutual Aid Response Program.
  • Input information into 24-hour watch log.
  • Monitor all available media sources, intelligence sources, and homeland security resources to identify incidents and potential incidents in a timely manner.
  • Create real time incident reports for distribution among local, state, and federal public safety personnel.
  • During a state level emergency, assist in the activation of the State Emergency Operations Center.
  • Coordinate and facilitate emergency conference calls for the purposes of information sharing with executive level leadership and other key stakeholders in emergency situations.
  • Be familiar with IDHS databases and IDHS partners.  Build and maintain relationships with the public safety community. Provide partners with information as requested.  Provide training as requested. 
  • Must be able to operate all IDHS applications including WebEOC, Sharepoint, Oracle, GR2 Analyst, Elite Dispatch, J-Smart Satellite Radio, BlackBoard, IJET, Jabber, SmartHub, GIS, and others.
  • Utilization of IPAWS (Integrated Public Alert and Warning System) to alert the public at large of life threatening incidents.
  • Conduct special analytical studies that have statewide-implications for the entire state, including information about weather, traffic, or special events. Brief out on special events at the request of the Director or other executive leadership.
  • Accurately and efficiently maintain a common operating picture for the State of Indiana, including overall threats, hazards, and response operations throughout the state and/or nation, as resources are deployed.
  • Coordinate field response operations with IDHS, and other field personnel regarding initial response operations. Monitor and track government personnel in response operations,
  • Prepare daily briefings, presentations, and reports that pertain to public safety activities, identify activities with potentially significant impact to the citizens of the State of Indiana; provide all collected information and analysis to the executive staff.
  •  Perform special studies, or analyses, to assess the magnitude of a potential or developing disaster, work to determine the possible impact of that disaster; make recommendations to assist in the mitigation of the impact to the citizens of the State of Indiana.
  • Use Geospatial Information System (GIS) and other agency resources to manipulate and condense, and ultimately create, graphical reporting briefs to distribute to agency executives and other key local and government stakeholders.
  • Provide intelligence support to IDHS’s Intelligence and Travel Support Program

What we are looking for:
  • Six (6) years' work experience in program coordination; development; implementation; or accredited college training in a related field. A suitable candidate for this position must possess two or more years of experience with a demonstrated knowledge and skill in applying the concepts, theories, principles, and practices of emergency management.
  • Ability to work in a high-stress, fast paced environment.
  • NIMS Certification for ICS-100, ICS-200, ICS-700, ICS-800, ICS-300, and ICS-400 are preferred.
  • Key emergency essential personnel may be subject to 24-hour, on-call, and/or irregular work-hours in the event of an emergency or disaster. This service may require work at a location other than the official duty station, and may include duties other than those specified in the employee's official position description
Supervisory Responsibilities/Direct Reports:
This role does not provide direct supervision to direct reports.

If this is an Intermittent position, the position does not offer benefits and is limited to 180 working days in an eleven (11) month continuous period.
