Associate Hearing Officer – Appeals

Primary responsibility of this position is the resolution of taxpayer appeals on both a formal and informal basis. This includes writing and issuing the Department of Revenue’s (“DOR”) final determinations, which are published in the Indiana Register (they represent DOR’s final word on a tax matter short of legislative or court reversal), or via negotiated settlement. The Hearing Officer evaluates the taxpayers’ arguments and documentation as well as DOR’s reasoning and conducts legal research to fully address a taxpayer appeal. The Hearing Officer also serves as a reviewer for DOR’s written documents and as a resource person-either as adviser or participant-to ad hoc or standing committees organized to address unique or ongoing issues before DOR. Ultimately, this position ensures that both DOR and taxpayers are in full compliance with Indiana tax law. The Hearing Officer also will help advise and train other sections of DOR on the procedures of the Appeals section.


Policy and Procedures Analyst

The Policy Procedure Analyst will serve as a critical member of the Tax Policy team as it provides policy and legal guidance to other areas of the Department of Revenue in the administration of Indiana’s tax laws. The Policy Procedure Analyst will also craft legal guidance for taxpayers and tax practitioners seeking clarification of the applicability of Indiana’s tax laws to various situations. Furthermore, the Policy Procedure Analyst will assist in the development of tax proposals for the legislative session and in discussing legislation and various tax matters with other state agencies, members of the Indiana General Assembly and the Governor’s administration.

An Attorney E7 is responsible for rendering legal advice and services to an agency or division.

A Day in the Life:

The essential functions of this role are as follows:

  • Advise agency staff on various program and legal areas;
  • Draft and review contracts and correspondence;
  • Serve as a liaison to the Indiana Office of Attorney General on litigation and tort claims matters;
  • Draft and reviews legislation and administrative rules;
  • Perform legal research and writing assignments;
  • Provide general legal support for the agency;
  • Oversee contract process for local office attorneys;
  • Conduct legal trainings for lower-level attorneys and others;
  • Litigate cases in State Courts representing the agency;
  • Handle administrative matters and hearings;
  • Organize and manage caseload in preparation of hearings and/or litigation;
  • Generate appropriate pleadings, motions and discovery, and responses;
  • Delegate to and provides support for any legal support staff;
  • Draft appeals and appellate briefs;
  • Participate in committees, groups, or teams such as screen out committees;
  • Serve as local counsel for the Indiana Office of Attorney General

What You'll Need for Success:

  • Doctorate of Jurisprudence;
  • Indiana Bar Admission; license in good standing;
  • Strong legal research, writing and litigation skills;
  • Effectively communicate both orally and in writing;
  • Demonstrated knowledge and ability to apply relevant statutes, case law and rules.

Supervisory Responsibilities/Direct Reports:

This role does not provide direct supervision to direct reports.
