Role Overview: 

This Highway Engineer position in the Traffic Engineering Division / Office of Traffic Safety supports the goal of the agency to improve the safety of all highway road users. This staff engineer will work on the traffic safety team to utilize highway safety data sources to contribute to the completion of the following: Traffic Safety Required Federal Reporting, Traffic Safety Project Plan Review, Traffic Safety Spot Project Road Safety Audits, and Preparation of Scoping Reports for Spot and Systemic Projects. The Office of Traffic Safety requires this engineering position to be filled with a high quality candidate to be able to effectively complete its required performance elements. The engineer will be asked to also assist with other traffic engineering duties including performing traffic capacity analysis and preparing traffic design plans.  This position will also spend approximately 15% of their time on Traffic Mobility Assignments and 15% of their time on Traffic Design Assignments.

 

Salary

This position traditionally starts at an annual salary of $75,010.00. Salary for this position may be commensurate with education and job experience. 

 

Location

This position is located in INDOT’s Central Office, Indianapolis, Traffic Engineering Department.

 

A Day in the Life:

The essential functions of this role are as follows: 

•    The position will be responsible for the research and preparation of traffic safety engineering assessment reports (scoping reports). These reports will be for both intersection improvement or "spot" projects as well as variable location or "systemic" projects. This work will include alternative analysis, cost estimation, sketching of alternatives in Microstation, and the documentation of decisions in a technical report format.
•    Responsible for reviewing active safety projects in design. This will require a working knowledge of civil engineering design plans. These reviews will ensure that the design is being completed properly, cost-effectively, and in line with the original intent of the scope.
•    The position will be heavily involved in federal reporting requirements. This will involve accurate reporting of various safety statistics in yearly reports. Target setting, report writing, and coordination with partner agencies will also be involved in this effort.
•    The position will be expected to complete work using specialized software platforms such as RoadHAT, HCS, Synchro, and Sidra. 
•    Studies and projects, sometimes of a unique and/or high-priority nature, are assigned to the engineer on a regular basis, occasionally with short completion timelines. 
•    Emphasis on safety and efficient use of available funding are primary decision drivers. 
•    Assignments for this position are usually moderate to high complexity and highly visibility requiring skill and some experience in: assessment of traffic operations, flexibility and creativity, and ability to occasionally work with limited lead time\delivery timeframes.
•    Planning & Project Management: Serve as a resource for proposal development and research process. Ensure milestones, deliverables, and implementation strategies, are established accurately. Assist supervisor in the development of strategic planning and resource utilization.  You will participate in providing project reviews in accordance with the Agency’s established performance standards. Ensure that all plans reflect the scope of services, existing field conditions, appropriate design standards, and sound engineering judgment.  
•    Program Management: Coordinate programs and plans for the division/department; interpret laws, regulations, and guidelines within area of assignment; review program plans for completeness, economic and technical feasibility.  
•    Design and Research: Assist in the development of programs, research development & technology plans (road maps) to improve product quality. Review research proposals and report to ensure their accuracy, effectiveness, and potential for implementation.

This position is exempt from overtime compensation for additional work hours which may be required to complete essential functions or other assigned work. Exempt employees may work more than 75 hours in a pay period without additional compensation and must report a minimum of 75 hours per pay period of work hours and/or paid leave taken to receive their base biweekly salary.

What You'll Need for Success:

This person must have the following requirements to be considered for employment: 

  • Bachelor of Science degree in engineering (civil engineering is preferred but not required) from an Accreditation Board for Engineering and Technology (ABET) accredited school. 
  • Registered Professional Engineers license in Indiana required; exception may be made for individuals with a bachelor's degree in engineering or a bachelor's degree in engineering and an Engineer in Training (EIT) Certification/Fundamentals of Engineering (FE) Certification working towards becoming a licensed Professional Engineer in Indiana in a lower-level classification. 
  • Must have valid Driver's License. 
  • Extensive knowledge of and ability to apply civil engineering theories, principles, methods, and procedures to the engineering specialty. 
  • Broad knowledge of planning, design, or construction of highway or transportation project features (such as roads, bridges, pavement, or traffic structures) in accordance with engineering design and construction standards, principles and methods.  
  • Extensive knowledge of and ability to apply federal and state laws, rules, regulations, and procedures governing incumbents filed of specialization. 
  • Considerable knowledge of and ability to apply computer aided design and drafting functions to field of specialization. 
  • Ability to prepare and review complex design plans and reports relating to the functional area of specialization. 
  • Ability to perform the algebraic, trigonometric, and higher mathematical computations applied to design operations. 
  • Extensive knowledge of and ability to apply the provisions of American Association of State Highway and Transportation Officials (AASHTO) Design Specifications, AASHTO Standard Specifications and Tests, ASTM Standards. 
  • Working knowledge of Indiana Design Manual (IDM), Indiana Manual of Uniform Traffic Control Devices (IMUTCD), INDOT standard specifications and standard drawings.  
  • Knowledge of department systems not limited to Scheduling Project Management System (SPMS), Deighton Transportation Information Management System (dTIMS), ArcGIS, and Work Management System (WMS). 
  • Able to perform essential functions with or without reasonable accommodation.
