About the Indiana State Personnel Department (INSPD):

As an agency operating a shared services model, we provide the executive branch of state government with top-notch Human Resources services. Role Overview

The Talent Acquisition Consultant will be responsible for supporting an assigned portfolio of state agencies and will assist with strategic recruitment. The Consultant is also responsible for educating hiring managers on best recruitment practices. This fast-paced environment requires daily communication and planning with hiring managers and Human Resources Directors. There is a presentation aspect as the TA Team is responsible for leading training sessions related to recruiting and interviewing.  Additionally, there are multiple project deadlines each quarter.  

 

Salary Statement

The salary for this position traditionally starts at $59,800.00 but may be commensurate with education or work experience.

A Day in the Life:

The essential functions of this role are as follows:

  • Provide extensive high-level recruitment assistance to partner agencies by leading and executing  efforts to support agency hiring needs; 
  • Identify and attract top-quality talent through creative recruiting solutions, networking, referrals, and advertising to then recommend candidates to hiring managers;
  • Utilize Indeed, LinkedIn, Handshake, and internal databases to drive candidate flow. Remain current on industry trends, sourcing methodologies, and software platforms.
  • Develop and present to partner agencies tailored, relevant training on topics such as standardized hiring processes, best practices for improving the candidate experiences, and talent selection;
  • Represent the State of Indiana and its executive branch agencies at career events across the state, including at colleges and universities;
  • Partner with agency HR teams, hiring managers, and other divisional teams to develop and implement effective strategies for agency initiatives and hiring process improvements. 
  • Utilize INSPD's robust data sources and consolidated dashboards to identify barriers or trouble areas, propose solutions, develop and implement plans, and assess effectiveness of recruiting efforts.
  • Act as a subject-matter expert for the state's SuccessFactors Recruiting platform and standardized hiring processes, consulting with internal HR teams and executive leadership on various day-to-day functions such as requisition creation, requisition management, candidate management, and sourcing best practices.

This position is exempt from overtime compensation for additional work hours which may be required to complete essential functions or other assigned work. Exempt employees may work more than 75 hours in a pay period without additional compensation and must report a minimum of 75 hours per pay period of work hours and/or paid leave taken to receive their base biweekly salary.

What You'll Need for Success:

You must meet the following requirements to be considered for employment:

  • Bachelor’s Degree in Management, Human Resources, or related field or 3  years of experience in Talent Acquisition
  • Able to manage multiple projects with overlapping deadlines. 
  • Ability to initiate and maintain extensive networking relationships both within and outside of State Government to assist with recruiting efforts.  
  • Able to research, investigate and analyze specific topics related to program areas and produce various data, reports, and training material for management as needed. 
  • Create and present presentations for agencies based on data and recruitment trends.
  • This position is results-oriented, problem-solving, consultative, creative, and collaborative in nature.  
  • Excellent written and verbal communications skills.
  • Able to perform essential functions with or without reasonable accommodation.

Supervisory Responsibilities/Direct Reports:

This role may be utilized in a supervisory capacity based on agency needs.
