About the Job:

You will function as the lead consultant workforce planning initiatives by providing high-level strategic planning, incorporating best practices in recruiting, sourcing, and selection for one of our agencies that has an emphasis on healthcare and social services. You will formulate and implement new solution(s) to achieve goals set out by internal and external executive management for agency and statewide initiatives.

A Day in the Life:

The essential functions of this role are as follows: 

  • Create, communicate and operationalize a long range workforce plan for the agency across the state by engaging with business partners to incorporate strategies for skill and competency identification as part of the workforce plan;
  • Work in consult with agency leadership to develop strategies for retention, recruitment, training, coaching and knowledge management;
  • Deploy measurable strategies to meet the business needs of the agency;
  • Design and implement management tools to optimize Workforce Planning; manager dashboards, reporting, and trending;
  • Advise management on the formulation and administration of plans and policies for human resource activities;
  • Act as internal consultant by analyzing and recommending solutions to human resource issues relating to strategic workforce planning;
  • Develop, revise and implement human resource policies and procedures;
  • Prepare and maintain special internal and external reports utilizing PeopleSoft;
  • Answer non-routine requests for information on policy interpretation;
  • Develops, coordinates, and recommends changes for improvement in workflow;
  • Develops methods and procedures for compiling and analyzing data;
  • May lead special cross functional teams;
  • Consult with internal and external managers on staffing issues, succession planning, workforce planning;
  • Partner with other employees in HR to ensure best practices and the most efficient customer service is delivered;
  • Evaluates strategies and programs to measure the achievement of established goals;
  • Maintains project plans;
  • Establishes timelines for project milestones and completion;
  • Represent Indiana State Government at career events across the state, including at colleges and universities;
  • Partner with other employees within Talent Acquisition and HR to ensure best practices and the most efficient customer service is delivered;
  • Performs other related duties as assigned.

What You'll Need For Success:
  • Broad knowledge of the principles, laws, regulations, theories and practices of Human Resource Management/Administration and Organizational Development;
  • Extensive knowledge of Indiana State Government: organization, needs, policies and procedures;
  • Considerable knowledge of SPD policies and procedures;
  • Advanced knowledge of project management principles;
  • Extensive knowledge of the laws, rules, regulations and policies as defined by the State Personnel Department, State Personnel Act, and formal grievance procedures
  • Ability to analyze policies and procedures and be able to recommend improvements;
  • Excellent oral and written communication skills;
  • Excellent problem-solving and analytical skills;
  • Ability to think both logically and creatively;
  • Ability to work cross-functionally with an outcome-focused approach;
  • Ability to influence;
  • Ability to formulate sound recommendations and make appropriate decisions with consideration of potential impact on agency/division/local office or facility/statewide;

  • Ability to formulate policy and manage multiple projects with competing deadlines;

  • Ability to manage multiple projects with overlapping deadlines;

Supervisory Responsibilities/Direct Reports:
This role may serve as a team lead for an assigned work group.
