About Indiana Department of Environmental Management:

Our mission is to implement federal and state regulations to protect human health and the environment while allowing the environmentally sound operations of industrial, agricultural, commercial, and governmental activities vital to a prosperous economy. We issue air, water, and solid and hazardous waste permits that restrict discharges to environmentally safe levels. Staff members inspect and monitor regulated entities; provide compliance and technical assistance; monitor and assess air, land, and water quality; use enforcement actions as necessary to ensure compliance; and respond to incidents involving spills to soil or waters of the state.

 

Role Overview:

This position exists within the Office of Water Quality and will be stationed in the Indianapolis Office of the Indiana Department of Environmental Management.  The position is responsible for administering Stormwater regulations in an efficient and consistent manner.  The primary function of this position is to administer the Stormwater program, which includes a multidisciplinary approach to Stormwater management and pollution prevention. Responsibilities will include permitting and inspections for local units of government, active construction sites, and industrial facilities.

 

Salary Statement

The salary for this position traditionally starts at $53,222.00 but may be commensurate with education or work experience.

A Day in the Life:

The essential functions of this role are as follows: 

  • Responsible for administering Stormwater Regulations. Utilize applicable laws, regulations, and technical expertise to administer the Stormwater Program. 
  • Coordinate Stormwater program activities with the Wetlands Program to achieve efficient administration of both programs.  Coordinate activities with other IDEM program areas and local, state, and federal agencies.
  • Communicate and coordinate with the public, local governmental officials, consultants, and other interested parties. 
  • Perform comprehensive and formal audits of MS4 Programs and inspections of construction sites and industrial facilities. Prepare technical and inspection reports, violation letters, and enforcement referrals.
  • Review regulatory documents to ensure the documents meet the requirements of permits and applicable statutes and rules.  Regulatory documents include but are not limited to Stormwater pollution prevention plans (SWP3s), Stormwater Quality Management Plans (SWQMP), monitoring reports, and annual reports.
  • Conduct compliance investigations; prepare technical documents and inspection reports, violation letters, and enforcement referrals.

What You'll Need for Success:

You must meet the following requirements to be considered for employment:  

  • Knowledge and skill typically acquired through a graduate education in natural, physical, biological or environmental science, or engineering, or a Bachelor’s degree in similar area plus experience in a related area.
  • Knowledge of theories, environmental protection principles and practices, specialty area and program area.
  • Working knowledge of applicable state and federal codes and laws, rules, and regulations, that are applicable to the Stormwater program.  This includes regulations related to Construction and Industrial Stormwater and Municipal Separate Storm Sewer Systems (MS4s).
  • Effectively communicate, both orally and in writing.
  • Ability to work effectively with individuals and in group situations. 
  • Ability to conduct inspections and investigations of facilities and sites, review projects/situations, read plans, interpret findings and make recommendations.
  • Ability to collect and analyze data, prepare reports and technical documents for administrative and regulatory actions. 
  • Ability to perform in a professional manner, balance workload, and make sound recommendations under extremely stressful situations. 
  • Ability to interpret and apply technical and legal terminology and practices and ability to apply these in a variety of conditions and situations.
  • Ability to develop and define procedures and accomplish objectives within the appropriate and established deadlines.
