About the Family & Social Services Administration (FSSA): 

FSSA was established by the Indiana General Assembly in 1991 to consolidate and better integrate the delivery of human services by state government. FSSA is a health care and social services funding agency. Ninety-four percent of the agency’s total budget is paid to thousands of service providers ranging from major medical centers to a physical therapist working with a child or adult with a developmental disability. The six care divisions in FSSA administer services to more than 1.5 million Hoosiers. FSSA’s mission is to compassionately serve Hoosiers of all ages and connect them with social services, health care and their communities. 


Salary: The annual minimum starting salary for this position is $ 47,476.00.  Salary may be commensurate with relevant    experience/education. 

Role Overview:  This role provides support for agency activities relating to mental health services, addiction services, and the state psychiatric hospitals by providing legal advice and analysis to various divisions within FSSA, including the Division of Mental Health and Addiction.  This role will liaison with the Office of Attorney General as needed and will respond to Indiana Access to Public Records Act.  
Proficiency in Microsoft Office programs as well as legal/administrative databases such as Westlaw and SharePoint preferred.  
Writing Sample: A recent legal writing sample of no more than 10 pages, preferably a legal brief or memorandum, is required; please attach the sample to your application. 

About the Job:

An Attorney E7 is responsible for rendering legal advice and services to an agency or division.

A Day in the Life:

The essential functions of this role are as follows:

  • Advise and provide general legal support to agency staff on various program and legal areas
  • May train, delegate to, and/or provide support for any legal support staff
  • May oversee, draft, or review contracts
  • Research and interpret laws, promulgated rules, and legal opinions pertaining to agency operations
  • May draft and review legislation and administrative rules
  • Maintain legal resources, dockets, legal files, and official records of proceedings relating to cases
  • Organize and manage caseload in the preparation of hearings and/or litigation
  • Responsible for the creation, preparation, and distribution of documents related to hearings, including orders and decisions
  • May review appropriate pleadings, motions and discovery, and/or responses, draft appeals and appellate briefs, or perform legal writing assignments
  • Utilize litigation skills and experience relating to agency operations
  • May handle administrative matters and hearings while maintaining appropriate decorum, hear evidence, rule on the admissibility of evidence, and/or make reasoned decisions supported by evidence

What You'll Need for Success:

  • Doctorate of Jurisprudence;
  • Indiana Bar Admission; license in good standing;
  • Demonstrated knowledge and ability to apply relevant statutes, case law, and rules.
  • Ability to effectively communicate both orally and in writing;
  • Ability to successfully utilize a case management system to manage a docket, case information, party information, and serve orders;
  • Strong legal research, writing, and litigation skills;

Supervisory Responsibilities/Direct Reports:

This role does not provide direct supervision to direct reports.
