About the Job:

In the Environmental Services Division, the Environmental Policy Manager oversees the Environmental Policy Office, which contains the Hazardous Materials Unit and the National Environmental Policy Act (NEPA) Review Unit.  Responsibilities include setting and enforcing policy, directing preparation and review of environmental documents, providing regulatory guidance, managing remediation sites, and managing contract consultants. 

A Day in the Life:

​The essential functions of this role are as follows: 

  • Areas of responsibility is INDOT's compliance with a wide range of federal and state environmental laws and regulations as they apply to transportation projects.  Examples include the Clean Air Act, the Clean Water Act, the Endangered Species Act, Section 106 of the Historic Preservation Act, Section 4(f) of the Transportation Act, the Resource Conservation and Recovery Act, Environmental Justice Executive Order, and related policies and guidance.  The manager organizes and conducts regular training classes on these topics and conducts annual reviews of district offices to verify compliance.
  • The manager leads a staff of professionals responsible for preparing and reviewing environmental documents such as Categorical Exclusions, Environmental Assessments, Environmental Impact Statements, Phase I and II Environmental Site Assessments (ESAs), noise studies and air quality studies.  Supervisory responsibilities include workflow planning and analysis, budget management, hiring, discipline, performance evaluation, and directing professional development.
  • The Manager also serves as an agency representative in meetings with resource agencies, at public meetings, on committees and at conferences.  This includes speaking to a variety of audiences in a variety of formats.

What You'll Need for Success:

This person must have the following requirements to be considered for employment: 

  • Bachelor’s degree or higher (preferred) in engineering, planning, environmental science, chemistry, biology, public policy, program analysis, or a related field;
  • Broad knowledge of relevant federal, state and local environmental laws and regulations;
  • Professional experience in the preparation of all levels and types of environmental documents.
  • Extensive knowledge of the agency mission, programs, and administrative policies;
  • Ability to work independently, anticipate problems and initiate corrective actions;
  • Ability to direct the work of others.
  • Ability to identify issues, conduct research, formulate sound recommendations, and make appropriate decisions for agency projects and programs;
  • Demonstrated strong writing and editing skills.
  • Familiar with policies and procedures related to evaluating traffic noise impacts and ability to review and analyze traffic generated noise analyses prepared by others;
  • Ability to assemble and analyse program data.
  • Ability to establish and maintain effective working relationships with all levels of management; ability to work as a member of a team and as a team leader; and ability to direct and coach other employees;
  • Ability to maintain confidentiality;
  • Ability to travel to all reaches of the State of Indiana for various job related purposes.

Supervisory Responsibilities/Direct Reports:

This role may serve as a team lead for an assigned work group.
