Human Resources Business Consultant:

The Human Resources Business Consultant functions as a consultant for strategic projects and initiatives by analyzing and recommending solutions to human resource issues.  Formulates and implements new solution(s) to achieve goals as set out by internal and external executive management for agency, division, or statewide initiatives.

A day in the life:

The essential functions of this role are as follows: 

  • Advises management on the formulation and administration of plans and policies for human resource activities;
  • Acts as internal consultant by analyzing and recommending solutions to human resource issues relating to assigned program or section area;
  • Develops, revises and implements human resource policies and procedures;
  • Prepares and maintain special internal and external reports utilizing PeopleSoft;
  • Answers non-routine requests for information on policy interpretation;
  • Develops, coordinates and recommends changes for improvement in workflow;
  • Develops methods and procedures for compiling and analyzing data;
  • May lead special cross functional teams;
  • Consults with internal and external managers on staffing issues, succession planning, workforce planning, etc.;
  • Partners with others in human resources and operations to ensure best practices and the most efficient customer service is delivered;
  • Assesses organizational development needs of operating and business functional units;
  • Leads the design, development and implementation of programs, policies and strategies tailored to meet organizational development needs and program goals;
  • Evaluates strategies and programs to measure the achievement of established goals;
  • Manages and develops strategic compensation analysis and initiatives;
  • Maintains project plans;
  • Establishes timelines for project milestones and completion;

What we're looking for:
  • Broad knowledge of the principles, laws, regulations, theories and practices of Human Resource Management/Administration and Organizational Development;
  • Extensive knowledge of Indiana State Government: organization, needs, policies and procedures;
  • Considerable knowledge of State Personnel Department policies and procedures;
  • Advanced knowledge of project management principles;
  • Extensive knowledge of the laws, rules, regulations and policies as defined by the State Personnel Department; 
  • Ability to analyze policies and procedures and be able to recommend improvements;
  • Effectively communicate, both orally and in writing;
  • Ability to work independently, anticipate problems and initiate corrective actions;
  • Excellent problem-solving and analytical skills;
  • Ability to formulate sound recommendations and make appropriate decisions with consideration of potential impact on agency/division/local office or facility/statewide;
  • Ability to effectively prioritize a variety of projects and functions;
  • Ability to research and document findings;
  • Ability to establish and maintain effective working relationships;
  • Ability to formulate policy and manage multiple projects with competing deadlines.
Supervisory Responsibilities/Direct Reports:
This role may serve as a team lead for an assigned work group.
