Salary Information: 

The starting salary for this position typically starts at $52,100.00 but may be commensurate with education and/or experience.

About the Job:

You will work with the Deputy Consumer Counselor for Federal Affairs to:

1) support the representation of Indiana customers in matters being considered by regional transmission organizations (RTOs), the Federal Energy Regulatory Commission (FERC), any other applicable federal agencies, and the federal courts.

2) support federal-related proceedings at the Indiana Utility Regulatory Commission (IURC).

3) analyze impacts related to such matters on Indiana state-level regulation.  

This position provides economic and public policy related technical advice and expertise in a number of areas, including:  RTO and utility market impacts and design on Indiana ratepayers, analyses of existing and proposed laws and regulations, RTO and utility rates and ratemaking proceedings, the implications of environmental compliance issues, matters of public policy, and acceptable standards of RTO and utility operations for the Agency.  Duties are performed with limited to moderate supervision while acting as a stakeholder process technical representative and developer of technical comments on federal issues.  Reports directly to the Deputy Consumer Counselor for Federal Affairs.

A Day in the Life:

  • Performing market and public policy analyses to support the representation of Indiana ratepayers’ interests in RTO stakeholder processes and in regulatory proceedings before FERC and other federal agencies, as well as in related regulatory proceedings before the IURC.
  • Participating in the RTO stakeholder processes on behalf of Indiana ratepayers as well as participating in consumer advocate groups associated with the RTOs such as the Consumer Advocates of the PJM States, the Organization of MISO States, and the MISO consumer advocates. 
  • Evaluating energy issues on a regional basis as they relate to RTOs and other federal issues.
  • Analyzing the impacts of wholesale energy market design, environmental compliance, and other federal regulatory changes on Indiana utility regulation and Indiana’s retail customers, including assessing the costs, risks and benefits of alternative market designs and regulatory approaches.
  • Developing positions in relation to proposed laws and regulations pertaining to federal regulatory issues and presenting ideas through well written work products such as written comments, filed testimony, whitepapers, and discovery responses.
  • Representing the OUCC through oral presentations and multilateral discussions in federally related industry meetings including collaborative stakeholder processes, settlement discussions, and technical conferences.
  • Providing persuasive written and/or oral comments and testimony in docketed proceedings before FERC, any other federal agencies, and the IURC.
  • Working with a wide range of other parties, as well as in multi-disciplinary teams that may include attorneys, economists, accountants, engineers, and other specialists.
    Contributes to overall Agency goals.  Reviews current utility regulatory practices and theories.  
  • Gains Agency value through personal development.  
  • All other duties as assigned.
     

What You'll Need for Success:

  • BA/BS Degree in Economics, Public Policy, or related field with accompanying industry or regulatory experience of at least 3 years.
  • MA or other advanced degree in Economics, Public Policy, Finance, Engineering, CPA or MBA a plus.
  • Knowledge of utility and regulatory practices and procedures is desired but not required.
  • Excellent written and oral communication skills.
  • Must demonstrate an ability to excel with limited supervision as well as in a work group setting.
     

Supervisory Responsibilities/Direct Reports:

This role does not provide direct supervision to direct reports.
