This position is a Hybrid Remote position located in Downtown Indianapolis. 


About the Job:

The incumbent is part of a team of highway engineers that work to meet highway design and review needs for new construction, reconstruction, resurfacing, and other roadway projects.  Develops and reviews detailed road design plans for a variety of transportation projects prepared within the office. Completes the review of consultant and in-house design submittals to ensure compliance with the State and Federal requirements and Department design guidelines and policies. 

Responsible for planning and organizing review of design plans and ensuring the orderly and efficient flow of productive work through the team, including coordinating and resolving issues associated with plan development. 

Participates in and supervises, as needed, the preparation and checking of highway plan designs in a cost-effective and efficient manner.

This position reports directly to a Highway Engineering Team Leader

A Day in the Life:

  • In the Office of Highway Design, the incumbent develops and produces plans, specifications, and engineering estimates for various in-house road projects.
  • May sometimes supervise lower-level transportation engineers, technicians and/or support personnel when working on special projects.
  • Tracks project development relative to established performance measures.
  • Allocates resources to meet development schedules.
  • Trains and directs the training of new personnel.
  • Assists other offices in the evaluations of new design policies.
  • Disseminates information on current design policies.
  • Signs plans and/or other engineering documents as a Registered Professional Engineer.
  • Ensures that all construction plans produced by a plan preparation section reflect the scope of services, existing field conditions, appropriate design standards, INDOT plan preparation procedures and sound engineering judgment. These construction plans may include drainage, traffic control, right-of-way, signals, lighting, landscaping, rest areas, geometric design, etc.
  • Determines appropriate treatments for complex design situations where established policy does not apply.
  • Coordinates project development with external and internal agencies, including District offices.
  • Attends and participates in Scope of Services and review meetings, upon request.
  • Conducts field reviews.
  • Provides instruction to survey crews for the collection of existing field condition data.  
  • Uses computer aided design and drafting equipment (CADD) with MicroStation software in the plan preparation process to develop complex construction plans, including creating surface models and cutting cross sections.
  • Confers with higher level engineers and supervisors in the Office of Highway Engineering to gain assistance in resolving unusual problems.
  • Develops, maintains, and reports on project work schedules and cost estimates.
  • Keeps abreast of current design practices by attending conferences and reading trade publications, research papers, etc.
  • Assists management on special projects as requested.

What You'll Need for Success:

  • Bachelor of Science Degree in Civil Engineering from an ABET accredited school
  • Registered Professional Engineer in the State of Indiana
  • Thorough knowledge of and ability to apply engineering principles, methods and procedures to all types of highway design and analysis
  • Thorough knowledge of State and Federal rules, regulations and procedures governing highway design
  • Extensive knowledge of the principles and practices applicable to roadway and roadside design
  • Knowledge of available highway design computer programs
  • Working knowledge of highway operations, i.e., location and environment, right of way, material testing, traffic, construction, contracts and legal, and maintenance
  • Ability to read, interpret and analyze civil engineering plans, maps and specifications
  • Ability to train subordinates and to coordinate and organize the efforts of various levels of personnel within the team
  • Ability to present and communicate technical information both verbally and in writing
  • Ability to effectively communicate and work in a cooperative manner with INDOT employees, Federal Highway Administration, consultants, the public, and other outside agencies
  • Ability to train Highway Engineers and Engineering Assistants, and work in a cooperative manner with other members of the Highway Engineering Division
  • Must have valid Indiana driver’s license

Supervisory Responsibilities/Direct Reports:

This role provides direct supervision for one or more staff members.
