About the Indiana Department of Revenue (DOR):

 

The Indiana Department of Revenue team has over 700 staff members from 13 locations across Indiana. We work collaboratively with the Indiana Governor's office, the General Assembly, state agencies, individuals, business owners, corporations, tax practitioners, and tax program participants to administer Indiana's tax laws.  DOR administers over 65 tax types and annually processes nearly $21 billion of tax revenue.  Our mission is to serve Indiana by administering tax laws fairly, securely, and efficiently.

Salary:

 

This position traditionally starts at an annual salary of $67,314.  Salary for this position may be commensurate with education and job experience.
 

Role Overview:

 

The Senior Fiscal and Legislative Analyst is a member of the Budget and Revenue team.  You will be an essential link to ensuring that DOR complies with the Indiana code.  Key outcomes for this role include:

  • Preparing the annual Local Income Tax Certification for the State Budget Agency
  • Track, analyze, and share legislative changes that impact the Finance division
  • Determine the amounts to be distributed to various tax increment financing districts. 

 

A Day in the Life:

 

The essential functions of this role are as follows:

  • Track/inventory all legislative bills and read the bills to understand the impact on the Finance division
  • Meet with the Legislative Director and Tax Policy Team regularly during legislative sessions to discuss the impacts of proposed bills and to discuss data requests/responses.
  • Serve as the liaison for implementing legislative changes. Ensure all changes are properly implemented and that there will not be a negative impact on reporting or accounting.
  • Document impacts of legislative changes, flagging issues, and raising concerns with the Legislative Director and Director of Budget and Revenue.
  • Interpret data requests received from external agencies or internal customers related to proposed legislative bills and pull data to fulfill requests.
  • Prepare the annual Local Income Tax certification and related monthly data requests for the State Budget Agency.
  • Calculate various tax increment financing district distributions and ensure amounts distributed are accurate and compliant with applicable Indiana code.
  • Develop policies and procedures for tax interment distribution functions.
  • Certify the accuracy of the agency’s financial records and accounts.
  • Research and resolve difficult accounting issues using sources such as the Indiana Code, Code of Federal Regulations, and various governmental accounting manuals.
  • Oversee the preparation of adjusting journal entries and ensure adequate supporting documentation is provided.
  • Must ensure that all accounts are allocated within specific time frames.

What You'll Need for Success:

 

This person must have the following requirements to be considered for employment:

  • Bachelor’s Degree in Business, Finance, Accounting, Economics, Policy, Policy Analysis, or a related field.
  • Six (6) years of full-time professional experience in accounting, auditing, business administration, financial management/analysis, policy analysis, or related experience and four(4) years of full-time experience in an administrative, supervisory, or management capacity.
  • Extensive PeopleSoft financial skills are required.
  • Extensive knowledge of the Indiana Tax System is preferred.
  • Must be detail-oriented and extremely organized. Must be able to track and inventory a large number of proposed (up to 500) legislative bills during legislative sessions.
  • Thorough knowledge of and ability to interpret and apply the theories, principles, laws, and techniques regarding state accounting, budgeting, and auditing.
  • Extensive knowledge of GAAP, GASB, GAGAS, GAAS, and other applicable accounting guidelines.
  • Ability to accurately review, track, and analyze financial data.
  • Ability to understand and write reports, data collection, and reporting procedures.
  • Ability to analyze and interpret information about fiscal accounts, contracts, records, and financial reports.
  • Ability to read, interpret, and analyze Indiana Code and proposed legislation.
