We issue air, water, and solid and hazardous waste permits that restrict discharges to environmentally safe levels. Staff members inspect and monitor regulated entities; provide compliance and technical assistance; monitor and assess air, land, and water quality; use enforcement actions as necessary to ensure compliance; and respond to incidents involving spills to soil or waters of the state. 

 

Role Overview

 

This position's main goal is to determine and improve compliance of the Revised Total Coliform Rule (RTCR) and the Groundwater Rule (GWR) as part of the federal Safe Drinking Water Act. This goal is attained by providing technical assistance to the public on how to attain compliance, managing data quality and communicating with labs about proper data entry, and proactively preventing the issuance of monitoring violations. This is a Senior Environmental Manager position within the Total Coliform & Compliance Support Section of the Drinking Water Branch.

Technical assistance is provided through forms of communication via telephone, email, and mail correspondence. Phone calls are proactively made to those responsible for public water systems when time sensitivity is critical in determining compliance or in providing instructions on how to maintain compliance. Important information is documented through comments and Microsoft Excel charts. Phone calls from those responsible for public water systems are responded to in order to provide the requested assistance toward complying with the RTCR and GWR. Emails are sent and received to and by those responsible for public water systems for instruction on compliance and to share electronic copies of documents. Letters are mailed to those responsible for public water systems including notices of violations, sampling requirements, and assessment or inspection requirements.

Data quality is maintained by analyzing daily sample information data incoming from labs through the use of Microsoft Excel. Data is standardized by identifying discrepancies in specific fields and correcting them. If there are uncertainties around the data, labs are emailed or called to resolve those uncertainties. Labs are supported in the electronic data entry through emails and phone calls by providing instructions on proper format and standards used in the RTCR and GWR.

Monitoring violations are issued for water systems failing to collect the required samples according to the RTCR and GWR. Prior to issuing monthly monitoring violations, efforts are made to prevent the false issuance of violations. These efforts include data analysis and management, outreach to labs to submit any leftover electronic sample data, and identifying/tracking water systems with samples that were untested due to shipping issues and providing time to collect a replacement sample. Reports are ran on the data to identify any samples without results or associated to the incorrect monitoring periods and corrected. A list is generated of all remaining water systems missing required samples for a given month and their labs are emailed as a reminder to submit any missing sample data for those water systems on the list. Water systems that have taken samples but the samples were rejected due to being Too Long In Transit to the lab are removed from the list and tracked to ensure a replacement sample is taken in the following month.

 
Salary Statement

 

The salary for this position traditionally starts at $59,800.00 but may be commensurate with education or work experience.

 

A Day in the Life:

  • Maintain the Safe Drinking Water Information System (SDWIS) database.  This includes activating user accounts, troubleshooting, and distributing error reports.
  • Assist team with generating mass mailing letters, IVR emails, and IVR phone calls to communicate rule requirements to help public water systems stay in compliance.
  • Assist with preparation of Annual Compliance Report.
  • Provide support in the generation of the annual Drinking Water Fees
  • Coordinate with local laboratories to make sure compliance results are submitted to us in a timely, proper manner via email or data upload.
  • Run updates for IDOH and additional Access databases linked to SDWIS.
  • Coordinate with Information Services to run scripts for the Consumer Confidence Report.
  • Provide input for the development of the Safe Drinking Water Information System (SDWIS) Prime database.
  • Assist with the database transition to SDWIS Prime by troubleshooting and guiding DWB staff.
  • Respond to data requests using Microsoft Access queries.

What You'll Need for Success:

General knowledge of natural and physical scientific disciplines including, Public Health, Toxicology, and Chemistry.

  • Strong and broad knowledge in information systems, database, word processing and spreadsheet software.
  • Detailed knowledge of Drinking Water laws, rules, and regulations, including legal terminology and practice.
  • Some knowledge of water system technology, drinking water treatment processes, environmental protection principles.
  • Excellent communication skills including diplomacy, procedure and protocol, negotiation, debate, reading comprehension, oral and written expression, and consensus building.
  • Proven ability to write clear, concise, and correct letters, instructions, and fact sheets, as these convey the intent of the agency.
  • General knowledge of new and existing regulations pertaining to the Safe Drinking Water Act and the implementation of those regulations.
  • At least 1 year of Drinking Water experience
  • Bachelor’s Degree with minimum 3.0 GPA
