Role Overview:
The Senior Compliance Monitor is a key member of the Department of Workforce Development's Program Administration & Oversight's Compliance Team and is responsible for taking a lead role in facilitating and conducting monitoring activities, primarily for the Workforce Innovation and Opportunity Act (WIOA) but also for other workforce programs as directed. The incumbent will apply operational knowledge and use analytical skills to conduct compliance reviews of administrative entities and grant recipients. Incumbent reports to the Workforce Governance & Administration Analyst. The incumbent is also responsible for collaborating with other members of the Workforce Division and facilitating special projects, as assigned.
Salary Statement:
The salary for this position traditionally starts at $53,222.00 but may be commensurate with education or work experience.
A Day in the Life:
The essential functions of this role are as follows:
- Serve as Compliance Team’s subject matter expert for Local Workforce Development Areas (LWDAs) governance kinds of activities including review of Local Plans, Memorandums of Understanding, WorkOne office certifications, Multiple Role Agreements, Chief Elected Officials Agreements, etc.
- Conducting on-site/virtual compliance reviews of WIOA and other federal programs including but not limited to the Jobs for Veterans State Grants
- Analyzing grantees’ performance and compliance with Federal, State, and Local requirements based on review of policies, procedures, reports, contracts’ scopes of work, participant record reviews, and staff interviews
- Producing compliance and other review reports developed in conjunction with Compliance Director, Senior Fiscal & Program Monitors and State WIOA Equal Opportunity Officer
- Testing the implementation of corrective measures as presented in DWD Resolution documents
- Presenting monitoring outcome information in charts/tables or other easily understandable formats
- Coordinating with other programs across Workforce Division to identify how monitoring information can be used to improve quality outcomes
- Developing/assisting in the preparation of administrative and operational monitoring guides, polices, procedures, tools, and schedules
- Collaborating with other Workforce teams to develop and provide technical assistance to LWDAs and other DWD departments, as appropriate or as assigned
- Investigation of various issues, as assigned by DWD management
- Ensuring Compliance Team’s webpage is updated with tools and reports
- Performance of other duties as assigned

This position is exempt from overtime compensation for additional work hours which may be required to complete essential functions or other assigned work. Exempt employees may work more than 75 hours in a pay period without additional compensation and must report a minimum of 75 hours per pay period of work hours and/or paid leave taken to receive their base biweekly salary.
What You'll Need for Success:
- Demonstrated experience in federal and/or state program administration
- Demonstrated experience in federal and/or state program operations
- Demonstrated ability to interact in a professional and effective manner with a variety of grant recipients, one-stop operators, subrecipient/contractor service providers
- Ability to interpret and assess program operations for compliance with federal, state, and local laws and regulations
- Ability to analyze service delivery systems and identify positive practices and opportunities for improvement
- Ability to write and/or compile detailed narrative reports based on information from a variety of sources
- Ability to work as a team member and support teammates to excel
- Ability to write clear, concise, and well-organized narrative reports
- Maintain confidentiality of privileged and sensitive information.
- Maintain a professional demeanor when representing DWD on monitoring visits or in meetings
- Ability to travel statewide on a reimbursement basis
