About the Job:

You will be responsible for the monitoring and oversight of assigned federal grants and budgets within the Administrative Services Division (Division) of the Indiana Department of Child Services.  This includes responsibility over the preparation and maintenance of state and federal financial records. This position develops and drives improvement of federal grant and budgeting processes to ensure alignment to agency goals and state and federal regulations. This position provides assistance to both internal and external customers aligned with agency goals for sound financial management of all resources.

A Day in the Life:

•    Live the DCS Practice Model and Code of Conduct, including how to interact with internal and external customers and process improvement.
•    Provide quality assurance of work performed by Budget Analyst E7 including budgets, reporting and utilization of assigned federal grants. 
•    Perform strategic financial analysis to support agency decisions related to procurement, contracting, personnel, cost allocation, and overall fiscal strategy aligned with agency goals
•    Assist with creation and management of agency fiscal strategy and link it to implementation for alignment  
•    Proactively identify areas of risk that would hinder the agency’s ability to meet financial goals and work collaboratively across teams to resolve the issue
•    Create fiscal impact statements and cost benefit analysis for proposed changes in state laws, regulations and agency policy and practice
•    Develop strategies, projections and analytic reports to inform division and agency goals and objectives
•    Ensure appropriate internal controls are in place for related processes
•    Assist Deputy CFO's and CFO with various special projects as needed.
•    Perform additional duties as assigned.

What We're Looking for:

•    The ideal candidate will have a minimum of Seven (7) years of work experience in federal grants, budgeting and fiscal analysis, including accredited college training in a related field.

What You Need for Success:

•    Requires extensive working knowledge of PeopleSoft HR, PeopleSoft Financials, including Query Manager, SCM and Journal Entry
•    Think big picture while still understanding impacts of the day to day work
•    Must possess excellent verbal and written communication skills in both individual and group settings as well as various levels of the organization.
•    Must be proficient in Microsoft Office products, particularly Excel. 
•    Must possess the ability to understand and integrate independently complex and sophisticated concepts
•    Comprehensive knowledge of agency operations, functions, and principles of management and administration.
•    Ability to establish goals, plan activities, coordinate work, evaluate effectiveness and take corrective actions when necessary.
•    Highly detail-oriented with a focus on providing quality customer service
•    Extensive knowledge of federal and state laws, regulations, policies and procedures and how they apply to financial management.
•    Ability to analyze and solve complex grant, budgeting and fiscal analysis issues.
•    Ability to prioritize tasks and maintain efficiency and accuracy

Supervisory Responsibilities/Direct Reports:
This role may serve as a team lead for an assigned work group.
