About the Distressed Unit Appeal Board (DUAB):
The Distressed Unit Appeal Board monitors the financial health of school corporations, implements corrective action where appropriate, and provides financial relief upon petition from a local political subdivision (school corporations, cities, towns, etc.), up to and including emergency financial management engagement for political subdivisions deemed by the Indiana General Assembly to be financially distressed units. DUAB is a nine-member board supported by agency staff, which is led by an executive director. More information can be found on DUAB’s website.
Role Overview:
The School Engagement Director drives agency engagement with Indiana school corporations. You will analyze each school corporation’s fiscal indicators, monitor their ongoing financial condition, and develop and implement corrective action plans.

A Day in the Life:
Responsibilities include:
- Building relationships with senior school corporation leadership.
- Engaging Indiana’s education associations.
- Advising school corporation financial managers.
- Driving the analysis of school corporation fiscal indicators.
- Driving the completion of school corporation financial condition assessments.
- Driving the development and implementation of school corporation corrective action plans.
- Recommending courses of action for each school corporation for consideration by the Executive Director and the DUAB Board.
- Planning, organizing, directing, monitoring, and participating in ongoing comprehensive development and implementation of specialized programs and development within the agency.
- Determining, analyzing, identifying, and implementing long-range objectives and specifying the strategies, KPIs, and actions to achieve them.
- Analyzing operations to evaluate the performance of the specific program or its staff in meeting objectives or to determine areas of potential cost reduction, program improvement, or policy change.
- Interpreting and explaining complex policies, rules, regulations, or laws to organizations, government, corporate officials, or individuals.
- Developing and implementing corrective action plans to solve external customer, organizational, or departmental problems.
- Preparing and presenting reports for approval, including those for funding or implementation of services to executive leadership.
- Developing and overseeing program financial or budget activities to fund operations, maximize investments, or increase efficiency.
- Developing and monitoring program requirements to ensure they meet federal and state policies and grant compliance.
- Developing and supervising consultants on program requirements and usage.
- Developing, coordinating, and delivering communication plans and communications.
- Setting expectations, measuring progress, providing ongoing feedback, and evaluating the performance of external customers. Ensure work adheres to quality standards, deadlines, and proper procedures.

What You'll Need for Success:
Credentials:
- a Master’s Degree with 3+ years of experience, or
- a Bachelor’s Degree with 5+ years of experience, or
- an Associate’s Degree with 7+ years of experience, or
- at least 9+ years of experience applying the below outlined knowledge, skills, and abilities in a similar role.
Additional qualifications:
- A heart for servant leadership.
- Strong project management skills and a penchant for working with urgency.
- A curious mind, critical thinking, and an ability to conduct and draw conclusions from data analysis.
- A baccalaureate degree in public finance, public administration, finance, economics, accounting, or a related field. An advanced degree is a plus.
- Experience with public school business administration and/or finance is a plus.
- Public sector consulting experience is a plus.
- A high degree of skill with Excel is important. Familiarity with Access, PowerBI and/or other database tools is a plus.
- Ability to oversee, own and execute a program while also revamping the way DUAB utilizes the data to ensure
- Extensive knowledge of the principles, practices, and techniques of a broad area of training and education, including texts and materials developed in the field.
- Thorough knowledge of the agency or institution’s functions, operations, and purpose.
- Considerable knowledge of experiential learning techniques.
- Practical knowledge of laws, rules, and regulations governing mandated training within the agency.
- Ability to develop, monitor and evaluate broad training programs.
- Ability to plan and conduct seminars, workshops, and training sessions.
- Ability to assemble training materials, including writing comprehensive manuals and assembling texts, films, slides, and characters.
- Ability to establish effective and cooperative working relationships with trainees, other instructors, and the entire agency staff.
- Effective communication skills.
- Ability to keep current on new trends, philosophies, and available materials regarding adult education.
- Ability to delegate work, set clear direction, and manage workflow.
- Ability to effectively give feedback, provide guidance or corrective action, coach, and develop employee skill sets.
- Able to perform essential functions with or without reasonable accommodation.
