Salary: This position traditionally starts at an annual salary of $67,314.00. Salary for this position may be commensurate with education and job experience.


Location: This position is located in INDOT's Central Office, Indianapolis.


Highway Engineer 3: Professional engineering license is not required for this position. Candidates who have a Civil Engineering degree but do not hold a professional license may be hired at a lower minimum salary and will then be eligible for promotional increases upon achieving milestones, including passing the EIT exam, years of experience, and obtaining their professional engineering license.

A Day in the Life:

The essential functions may vary based on a design or review focus.

  • Provide design and drafting services to develop plans that ensure the project objectives are fulfilled and the project is delivered on time and within budget.
  • Prepare quantities and construction cost estimates
  • Provide solutions to technical design and project challenges
  • Confer with higher level engineers and supervisors within the Office of Highway Design and other offices as needed to gain assistance in resolving uncommon or complex problems.
  • Participate in Scope of Services and review meetings, upon request
  • Provide instruction to survey crews for the collection of existing field condition data.
  • Interpret survey results into design plans.  Use computer aided design and drafting equipment (CADD) with MicroStation and Inroads software, including creating surface models and cutting cross sections.
  • Conduct field checks
  • Review plans to ensure compliance with the scope of services, existing field conditions, appropriate design standards, INDOT plan preparation procedures and sound engineering judgment.
  • Assist with the evaluation of new design policy
  • Keep abreast of current design practices by attending conferences and reading trade publications, research papers, etc.
  • Assist in analyzing engineering data and developing technical guidelines, technology initiatives, training course materials and other technical documents.
  • Assist management on special projects as requested

What You'll Need for Success:

This person must have the following requirements to be considered for employment:

  • Bachelor of Science degree in Civil Engineering and other related fields from an Accreditation Board for Engineering and Technology (ABET) accredited school.
  • Registered Professional Engineers license in Indiana required; exception may be made for individuals with an Engineer in Training (EIT) Certification working towards becoming a licensed Professional Engineer in Indiana in a lower-level classification.
  • At least two (2) years of experience in engineering.  Civil engineering is preferred.
  • Broad knowledge of planning, design, or construction of highway or transportation project features (such as roads, bridges, pavement, or traffic structures) in accordance with engineering design and construction standards, principles, and methods.
  • Ability to apply civil engineering theories, principles, methods, and procedures to road design.
  • Knowledge of and ability to apply CADD functions to road project development.  Microstation experience is preferred. 
  • Knowledge of and ability to apply federal and state laws, rules, regulations, and procedures governing road design.
  • Ability to prepare and review design plans and reports relating to road design
  • Ability to perform the algebraic, trigonometric, and higher mathematical computations applied to design operations.
  • Knowledge of and ability to apply roadway and roadside guidance developed by the American Association of State Highway and Transportation Officials (AASHTO), for example A Policy on Geometric Design of Highways and Streets and the Roadside Design Guide.
  • Working knowledge of the Indiana Design Manual, Indiana Manual of Uniform Traffic Control Devices, INDOT Standard Specifications and Standard Drawings.
  • Valid Indiana Driver's License.

Supervisory Responsibilities/Direct Reports:

This role provides direct supervision for one or more staff members.
