Role Overview:
The Project Manager is responsible for planning, organizing, and directing the operations and activities of information technology projects for the client and other state government agencies. This role coordinates information and communication among technology teams, contractors, agency representatives, and other stakeholders. Responsibilities include facilitating project planning, managing execution, maintaining schedules, controlling budgets, and ensuring delivery aligns with client expectations.
A primary focus of this position is managing statewide PC Refresh Projects on a recurring four‑year cycle, replacing all state‑issued PC computers. This work enables the Indiana Office of Technology to maintain reliable, up‑to‑date computing resources and support efficient IT operations across the state.
Salary:
The salary for this position traditionally starts at $79,118 but may be commensurate with education or work experience.

A Day in the Life:
General duties:
- Manage projects with moderate complexity and scope that may involve multiple internal or external stakeholders or contracted resources.
- Develop and manage detailed project plans, timelines, work breakdown structures and budgets.
- Define user and project team member’s roles and responsibilities on each project. Coordinate with cross-functional teams.
- Manage and problem-solve for project risks, issues and changes while ensuring proper escalation when needed.
- Coordinate and monitor activities of all stakeholders to ensure the project is completed within any time constraints.
- Communicate project status to management and project stakeholders.
- Conduct post-project evaluations and prepare lessons learned to improve future projects.
Role-specific duties:
- Manage projects that involve multiple agencies, departments, divisions and other state or contracted resources for the project.
- Ensure that users and project team members’ roles and responsibilities on the project are defined.
- Coordinate and monitor activities of all parties involved in the project to ensure the project is completed on time and within budget.
- Ensure that user requirements, deliverables, and approvals are defined.
- Ensure the delivery of an outcome that meets users stated requirements.
- Create and maintain a team atmosphere and work environment to promote project work productivity.
- Follow IOT’s PC Refresh best practices for managing projects help set by the PMO
- Create project-related documents including Statement of Work, Memorandum of Understanding, Project Charters, Project Plans, and weekly Status Reports.
- Perform related work as assigned by senior team members or Management.
- Provide contingency planning for project and technology\resource gaps to ensure transparent service delivery to all customers.
- Work on tickets that come into the PC Refresh Ticket Queue.

This position is exempt from overtime compensation for additional work hours that may be required to complete essential functions or other assigned work. Exempt employees may work more than 75 hours in a pay period without additional compensation and must report a minimum of 75 hours per pay period of work hours and/or paid leave taken to receive their base biweekly salary.
What You'll Need for Success:
Individuals in this role should minimally be able to articulate or demonstrate the following:
- Knowledge of project management, benefit analysis, risk management, funding and estimation of resources.
- Knowledge of project management theories and practices and the ability to apply that knowledge.
- Knowledge of the information systems development lifecycle, information technology, project tools and approaches to development and implementation.
- Familiarity with the business functional area under consideration for automation.
- Ability to lead, encourage and influence others to perform.
- Ability to communicate effectively orally and in writing.
- Ability to supervise and manage diverse human resources.
- Knowledge of PC Hardware beneficial but not required.
- Ability to perform essential functions with or without reasonable accommodation.
A degree is not required. However, at least 5+ years of experience in information technology, computer science, Business Administration or a related field including 3 years of project management experience applying the below, outlined knowledge, skills, and abilities in a similar role.
