The Indiana Finance Authority oversees state-related debt issuance and provides efficient and effective financing solutions to facilitate state and local government and business investment in Indiana. IFA issues revenue bonds to various agencies for building, construction, transportation, and recreational structures and facilities.
Salary:
This position traditionally starts at an annual salary of $60,000.00 but may be commensurate with education and job experience.

Role Overview:
This is a full-time position based in Indianapolis, Indiana at the State Government Center. This Project Manager position resides within the Indiana Brownfields Program (Program) which is managed as an environmental program of the Indiana Finance Authority (IFA). The Program provides technical, financial, educational and legal assistance to a wide range of stakeholders in the redevelopment of known or suspected contaminated properties. The Program’s mission is to assist in the cleanup and reuse of brownfields by providing flexible and creative tools to help communities identify and mitigate environmental barriers that impede local economic growth. The Program also works closely with private parties interested in acquiring or operating on a brownfield to clarify concerns about potential cleanup liability. The Program provides various forms of financial assistance to or for the benefit of Indiana communities for environmental investigation and cleanup to facilitate brownfield redevelopment. The Program also conducts outreach to communities and other brownfield stakeholders on federal funding opportunities, technical cleanups issues, and common impediments to successful brownfield redevelopment.
Responsibilities for the incumbent Project Manager may range widely depending on experience. At the upper limit, we are seeking individuals with the experience to tackle complex brownfield redevelopment projects like reuse of heavily regulated former industrial/manufacturing plants that require a high degree of personal responsibility and interaction with sophisticated stakeholders with minimal manager oversight. On a more basic level, we are seeking individuals with the experience to join the Program and hit the ground running to manage more straightforward projects like underground storage tank removal and corrective action with routine manager oversight. Ideally, the incumbent will be able to manage a large, complex site load of varying types (overseeing a Program-contracted consultant, drafting Comfort Letters, evaluating post-purchase vapor intrusion evaluation activities, dealing with rush requests, etc.) but we are entertaining any application that meets the minimum criteria outlined below.
The primary role of a Program Project Manager is to manage and oversee redevelopment projects through coordination with Indiana Department of Environmental Management (IDEM) technical support staff and project stakeholders such as local governments, community development corporations, property owners, attorneys, consultants, and real estate developers. Main duties include effective project management and the ability to monitor progress on multiple ongoing projects; coordinating and leading meetings with internal and external stakeholders; detailed file and database entry and maintenance; detailed review and evaluation of technical reports (e.g., Phase II environmental assessments), work plans and cost estimates in accordance with rules, policies and procedures established by the Program, IDEM, and the IFA (primarily IDEM’s Risk-based Closure Guide (R2)); make closure determinations through application of the R2 to known site environmental conditions; field work and oversight of environmental consultants; reviewing and processing of contractor invoices; interaction with project managers of IDEM remediation programs in which a site may already reside; and special projects, as assigned. Other project management duties potentially include interaction with other State agencies including the Department of Natural Resources, the Indiana Economic Development Corporation, the Department of Transportation and the Department of Administration; providing outreach assistance with the Program’s Stakeholder Engagement Coordinator; serving as the initial Program point of contact for private parties considering applying to the Program for a Comfort or Site Status Letter.
A Day in the Life:
- Reviews Phase I Environmental Assessment Reports to establish recognized environmental conditions on a Site
- Reviews IDEM Virtual File Cabinet records to summarize historical environmental data on a Site
- Conducts phone calls with applicant environmental consultants to obtain missing project information or learn more about intended site redevelopment plans
- Holds internal meetings with IDEM State Cleanup program project managers to go over potential land use restrictions to be applied to a State Cleanup site that is being acquired
- Provides field oversight of Program-contracted consultants removing underground storage tanks
- Holds meetings with potential Program applicants to discuss potential site acquisition and known environmental conditions to help establish possible timelines for issuance of Comfort Letters
What You'll Need for Success:
The Program is seeking exceptional Project Manager candidates with expertise in site investigation, remediation, risk-based closure, and redevelopment. Minimum five (5) years full-time professional experience on a variety of investigation/remediation projects or a related environmental field is required. Candidate must have a Bachelor’s degree in environmental science, geology, biology, policy, engineering or a related environmental science discipline from an accredited four-year college. Professional certification (e.g., Licensed Professional Geologist or Certified Hazardous Materials Manager) is preferred. Familiarity with IDEM’s R2 (formerly the Remediation Closure Guide) is preferred. Skill set must include effective verbal and written communication with varied internal and external stakeholders; above-average writing skills due to the high volume of written correspondence required of the position; an openness to peer review as part of letter writing process; ability to work with template/boilerplate language; high degree of flexibility and adaptability to a changing and varied workload; be open-minded, creative, solutions-oriented and results driven; and, be committed to working in a team-centered office environment but also work well independently.
