The Office of Medicaid Policy and Planning (OMPP) is a division within the Family and Social Services Administration, which receives around 13 percent of the state's budget to ensure vital health care coverage to approximately 1 in 5 Hoosiers. Salary:  The annual minimum starting salary for this position is $ 41,574.00.  Salary may be commensurate with relevant experience/education.

Summary/Objective:

The Program Director administers a program within a State Agency and serves as a specialist in this area.  This role will serve as the manager of the OMPP Project Management Office and will function as a project manager on significant projects including the development and implementation of policy and program changes, establishing new Medicaid programs, and ensuring compliance with Federal Medicaid regulations.    

Essential Job Responsibilities:

The essential functions of this roles are as follows:

  • Develop and direct the strategic planning of multiple projects
  • Oversee coordination of personnel and resources required to successfully complete projects
  • Provide coaching, guidance, direction and leadership to the project team and project managers
  • Provide conflict resolution within project teams
  • Provide support in the development of a strong project management culture by coaching and mentoring OMPP staff who are working as project managers on specific projects.  
  • Responsible for providing monitoring and feedback on the work done by project managers for OMPP PMO sponsored projects to assure compliance with PMO policy and procedure standards. 
  • Complete program reporting to track project status for the projects. 
  • Report up to OMPP PMO Manager on project status

Preferred Experience:

Requirements:

  • A Bachelor’s degree in public health, public administration, business, or similar. One or more years of project management experience preferred.
  • Associates plus 4 years of project management experience may substitute.
  • Ability to establish priorities, set deadlines and carry out periodic reviews; high degree of self-motivation and independent working
  • Ability to develop and conduct presentations to diverse groups of people including Chief Executive Officers of contractors
  • Ability to establish and maintain meaningful work relationships with professional groups, legislators, media and the public
  • Proficient with Microsoft Office suite, including SharePoint; advanced experience with Excel preferred
  • Must communicate effectively, both orally and in writing; must be able to interact with diverse populations, communicate effectively and appropriately with each and to maintain a high level of professionalism

Supervisory Responsibilities/Direct Reports:

This role may serve as a team lead for an assigned work group.
