Role Overview:
This position ensures federal, state, and local public agency (LPA) financial requirements are met during project closeout. The role is responsible for reviewing and reconciling project costs, validating funding eligibility, and preparing projects for final closure within PeopleSoft and related financial systems. Strong communication and analytical skills are essential, as coordination with district and central office teams is required and audit scenarios frequently involve complex or irregular financial data.
All work performed will align with the following core functions:
- Review and analyze project costs and other related financial data to confirm federal eligibility requirements and project agreements were met; Coordinate the efforts of district and central office financial staff to prepare the project for closure;
- Run reports in several systems including PeopleSoft (PS), Project Close out (PCO), ThoughtSpot, Federal Highway Administration's (FHWA) Fiscal Management Information System (FMIS), and other in house systems;
- Utilize Excel templates to reconcile project financial data;
- Submit project funding requests to make adjustments to the project in FMIS;
- Analyze and request adjusting transactions in the project costing module within PeopleSoft Financials; Independently uses system tools such as PeopleSoft Financials, internal INDOT applications and FMIS to research and identify projects for release and closure within the federal system FMIS and calculating and completing de-obligation funding requests reducing inactive and expiring federal projects.
- Recommend federal, state and local public agency (LPA) projects for closure upon final financial reconciliation and approval;

This position is with INDOT's Central Office in Indianapolis.
Salary:
The salary for this position traditionally starts at $53,222.00 but may be commensurate with education and work experience. Use our Compensation Calculator to view the total compensation package.
A Day in the Life:
The essential functions of this role are as follows:
- Review, analyze, and reconcile project financial data to confirm compliance with federal eligibility requirements and project agreements.
- Coordinate with district and central office financial and administrative staff to complete all closeout activities.
- Use multiple systems—including PeopleSoft (PS), Project Closeout (PCO), ThoughtSpot, and FHWA’s Fiscal Management Information System (FMIS)—to run reports, verify transactions, and support closeout tasks.
- Utilize Excel-based templates and internal tools to reconcile costs, identify discrepancies, and validate final financial records.
- Submit and process funding adjustments in FMIS to align project funding with final approved costs.
- Request, analyze, and execute adjusting transactions within PeopleSoft’s Project Costing module.
- Independently research projects using PS Financials, internal INDOT applications, and FMIS to identify projects ready for release, closeout, or federal de-obligation.
- Recommend federal, state, and LPA projects for closure after reconciliation and receipt of required approvals.
- Complete additional duties assigned to support financial closeout operations.

This position is exempt from overtime compensation for additional work hours which may be required to complete essential functions or other assigned work. Exempt employees may work more than 75 hours in a pay period without additional compensation and must report a minimum of 75 hours per pay period of work hours and/or paid leave taken to receive their base biweekly salary.
What You'll Need for Success:
- Bachelors degree in accounting, Business Administration or Finance preferred, or 3 years of directly applicable job experience;
- Knowledge of accounting and auditing methods, techniques and procedures;
- Experience with Microsoft Office software, especially Excel, including pivot tables and formulas; Experience with business analytics software such as Microsoft Power BI, and or ThoughtSpot.
- Proficiency in using enterprise financial systems such as PeopleSoft;
- High degree of curiosity and the ability to analyze financial data and find irregularities in financial records;
- Ability to conduct research, draw logical conclusions and take appropriate action or make recommendations;
- Ability to work independently and reliably once competency has been demonstrated.
