About the Integrated Public Safety Commission (IPSC):

IPSC facilitates statewide public safety communications, providing interoperable and reliable communication systems to all Hoosier first responders and public safety professionals. These systems are crucial for effective communication during routine operations, emergencies, and disaster situations.

Most citizens recognize that ineffective and outmoded communication equipment can directly impact community safety. To effectively address crime, terrorism, and natural disasters, police officers, firefighters, highway maintenance workers, and emergency medical service providers must have the ability to communicate seamlessly within and between their respective agencies.

Role Overview: 

Reporting to the Director of Emergency Response and Logistics, this role ensures the operational success of servicing two-way radio equipment, emergency deployable cache equipment, and field radio programming and maintenance. In this capacity, you will be responsible for day-to-day communications equipment service, ensuring emergency equipment reliability (routine testing/maintenance). Additionally, you will play a key role in field radio programming and servicing bringing advanced capability to Hoosier public safety agencies. 

The Programming / Logistics Specialist will:

 

  • Perform routine maintenance and servicing by supporting public safety communication equipment– portable, mobile, and base station 7/800 MHz. radio equipment.
  • Assist during monthly emergency cache equipment routine checks on two-way radios, portable repeaters, battery conditioning.
  • Assist with IPSC radio shop projects as necessary.
  • Perform appropriate checks on additional cache equipment to include portable cell towers.
  • Provide logistic support for mobile Intelli-repeater trailer deployments and routine testing.
  • Ability to perform tuning and alignment of agency approved radios in the field to local users.
  • Ability to perform programming of agency approved radios in the field to local users.
  • Assist in field programming projects as necessary.
  • Attend meetings, seminars, training, and conferences as assigned. 
  • Operate department emergency response equipment to include heavy-duty emergency response trucks and trailers. 
  • In time of actual emergency, respond as directed to assess critical communication needs or to mobilize and deploy emergency communications equipment.
  • Represent the Integrated Public Safety Commission (IPSC) during meetings with various local, state, and federal agencies. 
  • Performs other duties as assigned.

 

The ideal candidate will have:

  • Bachelor’s Degree in Emergency Management, Public Administration, or related field preferred.  Experience in emergency management, public safety, military, cellular/wireless communication networks, and two-way public safety radio services may be substituted for formal education.  
  • Background in public safety (emergency management, dispatch/911, fire, law enforcement, EMS, etc.) is preferred.
  • Broad knowledge of current and emerging public safety communication systems, technology, and equipment.
  • Strong oral and written communication skills, including the capacity to write clear and compelling program-related material.
  • Ability to present and explain complex concepts to diverse groups of people.
  • Well organized, with good administrative skills, including computer skills.
  • Computer competency with word processing, spreadsheets, and databases.
  • Flexibility and demonstrated ability to serve as a successful team member.
  • Ability to travel overnight and work odd hours when necessary. The position is subject to call 24 hours a day, 7 days a week.
  • Ability to work in field environment and remote locations as necessary.
  • Certifications: 
    • ICS 100, 200, 700, 800 within 12 months of employment.
    • ICS 300 and 400 within 24 months of employment.

Salary Statement

The salary for this position traditionally starts at $55,224.00 but may be commensurate with education or work experience.

 

A Day in the Life:

The essential functions of this role are as follows:

  • Coordinates and facilitates timely repairs ensuring the availability of technology related systems and office equipment.
  • Ensures agency employees are equipped with the necessary wireless communications including cellular phones, pagers, PDA’s, etc.
  • Makes recommendations for purchases concerning data communications and telephony systems and equipment and services.
  • Participates in the development of communications and telephony technical standards and policies.
  • Recommends and facilitates quality improvement efforts;
  • Tests, adjusts and troubleshoots equipment.
  • Promotes the utilization of technical services to resolve business issues within the agency.
  • Participates in the development of communications and telephony requirements based on customer needs.
  • Serves as consultant to agency employees on how to use and program communications and telephony equipment.

This position is exempt from overtime compensation for additional work hours which may be required to complete essential functions or other assigned work. Exempt employees may work more than 75 hours in a pay period without additional compensation and must report a minimum of 75 hours per pay period of work hours and/or paid leave taken to receive their base biweekly salary.

What You'll Need for Success:

  • Extensive knowledge of voice and data communications analysis and design techniques, IP Telephony products and network.
  • Advanced knowledge of PBX/Key systems, ACD, IVR and other telephone technical problems and solutions.
  • Advanced knowledge of state procurement policies, procedures and standards.
  • Thorough knowledge of structured cabling systems and industry standards including outside cable plant, horizontal and station cabling.
  • Considerable knowledge of pagers, cellular phones and similar wireless devices.
  • Extensive knowledge of all guidelines, policies and procedures related to data and voice services.
  • Working knowledge of electrical circuits.
  • Ability to read, understand and interpret complex manuals and blueprints.
  • Ability to identify and resolve problems or develop creative solutions when necessary.
  • Effectively communicate, both orally and in writing.
  • Able to perform essential functions with or without reasonable accommodation.
