Role Overview:
The Program Director of Electronic Lien & Title (ELT) position is located within the Titles Department and is responsible for administering the Indiana BMV’s ELT program in accordance with all State and Federal statutes and regulations. The ELT system is designed to electronically transmit information between BMV’s system of record and participating financial institutions by interfacing with contracted service providers. The Program Director will be responsible for monitoring, documenting, and analyzing BMV policy, procedure, and systems to identify compliance, efficiency gains, and opportunities for improvement.
Salary Statement:
The salary for this position traditionally starts at $47,320.00.
A Day in the Life:
The essential functions of this role are as follows:
- Maintains compliance with State and Federal statutes/regulations and BMV policies related to the administration of the Indiana BMV’s ELT program and title issuance
- Analyze and apply IC and IAC legislative codes appropriately
- Onboarding and management of ELT service providers and financial institutions
- Manage content and materials within the program’s policy and procedural manual by working with the Policy and Legal departments
- Investigate and respond to inquiries from internal and external customers, including the BMV Contact Center, Legal Department, Marketing & Communications, Branch Operations, ELT Service Providers, ELT Financial Institutions, and the public
- Train and coach the ELT Program Coordinator to develop the necessary skills to prepare them for current and future responsibilities
- Manage relationships with contracted ELT Service Providers and ELT Financial Institutions
- Partner with the Policy Department and the Communications Department to develop and maintain communication standards to best inform internal and external customers and stakeholders
- Represent the Bureau at meetings and conferences held by organizations in the ELT industry
- Represent the Bureau as State's Witness when required by courts of law
- Oversees systematic programming updates and changes. Ensures changes are tested and approved prior to implementation. Coordinates system updates and changes with all stakeholders
- Analyzes patterns to find gaps in business practice and system capabilities
- Analyzes operational needs and creates manageable solutions
- Identify and establish processes to increase accuracy and efficiency
- Oversees agency initiatives and special projects related to ELT and other projects assigned by supervisor

This position is exempt from overtime compensation for additional work hours which may be required to complete essential functions or other assigned work. Exempt employees may work more than 75 hours in a pay period without additional compensation and must report a minimum of 75 hours per pay period of work hours and/or paid leave taken to receive their base biweekly salary.

- Broad knowledge and understanding of the mission, policies, and multiple functions and responsibilities of the Bureau
- High level of knowledge and understanding of the Bureau’s Title and Registration policies and programs
- Broad knowledge and understanding of and ability to apply the varied laws, rules, and regulations as they relate to title issuance
- Considerable knowledge of state government operations, managerial, administrative, budgetary, and personnel-related regulations, policies, and procedures
- Ability to recognize problems and conceptualize, develop, administer/implement, and revise programs, policies, strategic plans, long-range plans, goals and objectives to ensure the efficient, effective, and responsive management of assigned programs and special projects
- Ability to communicate verbally and in writing, including an ability to resolve complex problems
- Demonstrates a high level of attention to detail
- Ability to manage multiple projects and delegate when appropriate
- Ability to maintain effective working relationships with internal and external customers
- Ability to work proactively with outside stakeholders
- Demonstrates ability to deal effectively with conflict resolution
- Ability to make decisions and meet deadlines
- Ability to provide effective guidance to professional and clerical staff
- Bachelor’s degree or related business experience
