Salary:

 

This position traditionally starts at $41,574 per year and may be commensurate with education and work experience.

About the Job:

In this role, you will report directly to the Controller, the Finance Manager is responsible for a list of high-profile, critical activities on the behalf of senior leadership within the Finance Division for the State Health Laboratories, the Center for Deaf and Hard of Hearing Education, and the larger agency as a whole.

A Day in the Life:

​The essential functions of this role are as follows: 

  • This position has responsibilities for the preparation, completion, and overall accuracy for the budget submission of both program areas.  
  • This position also oversees the setup and tracking of all budgetary concerns for multiple state funds, federal projects, and memoranda of understanding.  
  • This position extensively utilizes the Commitment Control, Project Costing, Budget Overview, and General Ledger modules of PeopleSoft Financials to develop financial plans and projections in coordination with program area subject matter experts, Grants Management Specialists, the Controller, the Chief Financial Officer, Division Directors, and where needed, external senior leadership from other state agencies.  
  • All activities must adhere to Federal and State rules, regulations, policies, procedures, and guidelines and must be uniformly consistent with generalized Finance Division rules, regulations, policies, procedures, and methods of best practice.  
  • The Finance Manager plays an absolutely critical role in grant processing, tracking of expenditures, and revenue, calculating potential splits with other agencies, and ensuring overall fiscal compliance.  
  • This position is the central hub of information between ISDH program areas, Finance Division leadership, and other relevant state agencies.

What You'll Need for Success:

You must meet the following requirements to be considered for employment: 

  • Work with program areas to develop standard operating procedures, methods of best practice, and overall operational enhancements as they pertain to finance.
  • Develop, review, and monitor program area budgets with leadership from Finance, State Health Labs, and the Center for Deaf and Hard of Hearing Education.
  • Run, review, and make necessary budgetary corrections
  • Update the Controller and Chief Financial Officer regarding the financial stability and budget status of each of the aforementioned program areas.
  • Update the Controller on current financial standings of funding sources and projects.
  • Act as the primary point of contact for memoranda of understanding (MOUs) when funding streams cross state agencies or require regular reconciliations to journal expenses/revenues out of/into the fund/project.
  • Coordinate and enter journals to cleanup state funds and projects to aid in the reconciliation process completed by the assigned Accountant.  
  • Attend senior staff meetings for both program areas and act as the official liaison from the Finance Division.
  • Monitor the comprehensive billing, invoicing, and receiving processes for both program areas.

This role provides direct supervision for one or more staff members.
