Role Overview

The Program Accountant Manager contributes to fulfilling Program Accounting Department’s mission contributing to IHCDA’s vision and strategic operational and program goals through ensuring all programmatic transactions are processed in a timely and accurate manner.


Salary Statement

The salary for this position traditionally starts at $43,888.00 but may be commensurate with education or work experience.

 

A Day in the Life:

  • Responds to inquiries from the CFO, COO, Controller, and other firm-wide managers regarding financial results, special reporting requests and the like.
  • Ensure payment process is maintained and that payments are made in a timely manner.
  • Helps get users access and trained on pulling funds from federal draw systems to aid in paying claims.
  • Serves as an administrator for several bank accounts not limited to setting up new bank accounts, pulling payment info and requesting funds back.
  • Accomplishes accounting human resource objectives by recruiting, selecting, orienting, training, assigning, scheduling, coaching, counseling, and disciplining employees; communicating job expectations; planning, monitoring, appraising, and reviewing job contributions; planning; and enforcing policies and procedures.
  • Advises staff regarding the handling of non-routine reporting transactions.
  • Collaborates with the Financial Accounting Manager to support overall department goals and objectives.
  • Work with each direct report to establish goals and objectives for each year and monitor and advise on the progress to enhance the professional development of staff.
  • Ensure an accurate and timely monthly, quarterly and year end close.
  • Monitors and analyzes department work to develop more efficient procedures and use of resources while maintaining a high level of accuracy.
  • Assist in development and implementation of new procedures and features to enhance the workflow of the department.
  • Ensure the monthly and quarterly Bank Compliance activities are performed in a timely and accurate manner.
  • Maintains financial security by maintaining internal controls.
  • Implementing production, productivity, quality, and customer-service standards. 
  • Assist in completing various program and financial statement audits.
  • Determining system improvements and modifications to ensure functionality of accounting software. 
     

What You'll Need for Success:

  • Accounting or Finance Bachelor’s Degree required or substitute 8 years of relevant accounting experience.
  • 3-5 years experience in General Accounting environment with A-133, GASB and GAAP  
  • Demonstrates customer service orientation.
  • Experience with Microsoft Dynamics GP & Microsoft products
  • Ability to think logically and analytically.
  • Proactive in anticipating and alerting others to problems with projects or processes. 
  • High detail orientation and accuracy.
  • Takes initiative and needs little supervision.
  • Able to prioritize, organize tasks and time, and follow up. 
  • Performs responsibilities efficiently and timely.
  • Able to juggle multiple requests and meet multiple deadlines.
  • Supervision of direct reports 

Supervisory Responsibilities/Direct Reports:

This role may be utilized in a supervisory capacity based on agency needs.
