Role Overview:
The Payroll Manager contributes to fulfilling the IHCDA mission and meeting strategic and annual IHCDA operational and program goals by ensuring all payroll functions including benefit payments are performed in a timely and accurate manner. This position will also assist with making sure that accounts payable transactions and cash deposits are processed quickly and accurately. As needed this position may also be responsible for processing all transactions for any program assigned in a timely and accurate manner.
Salary Statement:
The salary for this position traditionally starts at $65,000 but may be commensurate with education or work experience.

Key Outcomes Expected:
- Directly manages payroll function to ensure timely, accurate, and compliant payroll processing.
- Ensures backup coverage for all critical, time-sensitive payroll functions through cross-training and knowledge sharing.
- Coordinates with State Human Resource Personnel, the Chief Financial Officer, and the Director of Accounting to align benefit administration with agency guidance.
- Ensures that the quarterly and annual payroll tax returns are reconciled to the IHCDA general ledger for applicable accounts.
- Oversees the full payroll cycle from timekeeping data collection to wage, deduction and tax calculation, ensuring accurate and timely employee payments
- Ensures compliance with all applicable federal, state and local laws and regulations related to payroll, taxation, and labor practices.
- Leads the accurate and timely administration of employee benefit programs, including medical, dental, vision, disability, and retirement plans, in alignment with regulatory standards and organizational policies.
- Trains new employees on payroll systems and procedures to ensure accurate data entry and effective system usage during onboarding
- Manages end-to-end processing of vetted invoices, ensuring accurate entry, reconciliation, research, and resolution with the system
- Oversees payroll system maintenance and updates; communicates changes and ensures ongoing data accuracy and system integrity.
- Conducts payroll reconciliation and record transactions in journals, ledgers, receivables and related financial documents
- Maintains organized, paperless payroll documentation within shared departmental folders and digital systems.
- Oversee the review of the daily and weekly accounts payable transactions to ensure proper coding and accurate setup for designated EFT or check disbursement.
- Processes payments through banking system, including but not limited to uploading Safepay and generating ACH Excel and PDF reports.
- Maintains current Standard Operating Procedures (SOPs) for all job functions to support cross-training, operational efficiency, and adequate internal controls; reviews SOPs annually with the Director of Accounting and designated back-ups to ensure accuracy and alignment with performance goals
- Maintains up-to-date professional knowledge by pursuing continuing education opportunities, reading industry publications, and participating in professional organizations to maintain continuing professional education (CPE) requirements
- Deliver exceptional service and support to both internal and external associates, ensuring a responsive and professional experience.
- Utilizes multiple internal and external software platforms to approve, process, document, and record cash transactions; maintaining supporting records for audit verification, transaction tracking, and reporting.
- Performs functions of claim review and payment, trial balance analysis, checkbook reconciliation, journal entries, training, cross training across programs in accordance with IHCDA, GAAP, and GASB practices.
- Performs other duties as assigned.
Knowledge, Skills, and Behaviors:
- Demonstrates advanced proficiency in payroll systems and related software, ensuring accurate processing, robust data management, and efficient report generation. Skilled in Microsoft Office tools—including Excel, Word, and Outlook—to support payroll operations, documentation, and communication.
- Has or acquires knowledge and understanding of the State of Indiana payroll processing requirements to coordinate and closely assimilate IHCDA payroll and benefit administration processes.
- A deep understanding of federal, state, and local payroll laws, tax regulations, and compliance requirements is critical to avoid legal issues and penalties
- Apply strong mathematical and analytical skills to perform accurate payroll calculations, detect discrepancies, and ensure data integrity across financial and benefits records.
- Communicates effectively with employees, management, and cross-functional teams by providing timely updates on workload, resolving payroll-related issues, and ensuring a clear understanding of policies and procedures, while fostering strong, professional relationships with employees and IHCDA partners and internal stakeholders.
- Demonstrates strong organizational skills by effectively managing multiple priorities, deadlines, and sensitive employee data while ensuring accuracy, efficiency, and attention to detail. Utilizes tools such as Microsoft Excel, Outlook, and calendar systems to track tasks, coordinate schedules, and improve overall workflow.

- Possesses experience with governmental / non-profit accounting principles and procedures.

Education & Experience:
- Bachelor’s degree in Accounting, Human Resource Management, Finance, or a related field from an accredited institution.
- Experience with the application of GAAP and familiarity with the GASB.
- Minimum of 10 years of progressive payroll experience, including oversight of complex payroll operations.
- Preferred experience includes direct employment with, or substantial collaboration alongside, state government agencies
- Proficiency with accounting software; experience with Microsoft Dynamics GP (Great Plains) preferred.
- Demonstrated experience with payroll software systems; familiarity with PeopleSoft and Paycom strongly preferred.
Work Environment and Physical Demands:
- Duties are typically performed in a professional in-office government environment using standard equipment
- Requires extended periods of seated computer work, including data entry, financial analysis, and preparation of reports related to payroll and benefits.
- May occasionally be required to lift or move items such as files or office supplies up to 15 pounds, with reasonable accommodations provided as needed.
