Role Overview:
This position oversees the management of pavement preservation funds within the capital program, ensuring that INDOT utilizes these resources efficiently and effectively. This is achieved primarily through comprehensive review of project change management, which may include adjustments related to fiscal year, funding allocations, and project intake. The review process encompasses scope assessments, cost estimates, and evaluations of Maintenance of Traffic schemes and plan modifications. It is essential to verify that any changes are justified and continue to align with the original project scope. Additionally, this role ensures that funds are properly accounted for within the roadway program budget.
Location:
This position is with INDOT’s Central Office located in Indianapolis, IN.
Salary:
This position traditionally starts at an annual salary of $85,020.00 but may be commensurate with education and job experience.
A Day in the Life:
Incumbent is responsible for managing the active Pavement Program. Reports and is directly accountable to the Pavement Asset Manager.
- Manages the pavement preservation program and coordinates adjustments as funding needs change;
- Manages project change requests and conducts weekly coordination meetings;
- Collaborates with other departments and districts on project intents and seeks innovative solutions to pavement treatments;
- Supports department in program review efforts;
- Reviews project scopes, estimates, and plans to ensure they align with pavement management objectives;
- Develops and supports asset management field and office tools;
- Required to attend field checks, meetings, seminars and conferences as needed;
- Required to do specialty projects or specific functions as directed by the Pavement Asset Manager;
- Assists Pavement Field Engineer as needed;
- Performs related work as required.
This position is exempt from overtime compensation for additional work hours which may be required to complete essential functions or other assigned work. Exempt employees may work more than 75 hours in a pay period without additional compensation and must report a minimum of 75 hours per pay period of work hours and/or paid leave taken to receive their base biweekly salary.
What You'll Need for Success:
Individuals in this role should minimally be able to articulate or demonstrate the following:
- A registered Professional Engineers license in Indiana is required.
- Be willing to travel with an appropriate accommodation.
- Broad knowledge of and ability to apply civil engineering theories, principles, methods, and procedures to the engineering specialty.
- Broad knowledge of planning, design, or construction of highway or transportation project features (such as roads, bridges, pavement, or traffic structures) in accordance with engineering design and construction standards, principles, and methods.
- Broad knowledge of and ability to apply federal and state laws, rules, regulations, and procedures governing incumbents filed of specialization.
- Broad knowledge of and ability to apply computer aided design and drafting functions to field of specialization.
- Broad knowledge of pavement asset management principles.
- Experience with data analysis and visualization software.
- Ability to use initiative and creativity when making technical recommendations and decisions.
- Ability to prepare and review complex design plans and reports relating to the functional area of specialization.
- Ability to communicate effectively both verbally and in writing.
- Working knowledge of Indiana Design Manual (IDM), Indiana Manual of Uniform Traffic Control Devices (IMUTCD), INDOT standard specifications and standard drawings.
- Knowledge of department systems not limited to Scheduling Project Management System (SPMS), Deighton Transportation Information Management System (dTIMS), ArcGIS, and Work Management System (WMS).
