About the Indiana State Personnel Department (INSPD):

Role Overview: 

As the Learning and Development Consultant, you will be a critical part of the Learning & Development Division. You are responsible for administrating and facilitating multiple programs that enhance introducing new employees to the State of Indiana as well as helping employees prepare for a career transition. In this role, you will establish clear program objectives, develop standardized policy and procedures, measure program development and ongoing assessment, facilitate and maintain program events, and oversee program compliance for the following programs:

This role will be a largely collaborative one that focuses on employee onboarding and offboarding. You will serve as a subject matter expert on the programs and will be the leader in cultivating a positive environment for our employee population. In addition, this role could provide support to additional programs and initiatives.


Salary

The salary for this position traditionally starts at $59,800.00 but may be commensurate with education or work experience.

A Day in the Life:

The essential functions of this role are as follows:

  • Collaborates with LMS Business Consultant in the providing functional and technical support for HR systems by responding to customer inquiries and training requests; 
  • Leads the development & delivery of learning solutions; 
  • Obtains, organizes, or develops training procedure manuals, guides, or course materials, such as handouts or visual materials; 
  • Maintains the statewide L&D resource clearinghouse to ensure availability to professional development content, tools, and resources; 
  • Monitors, tests, and ensures the integrity of the Enterprise Learning Management system; 
  • Enrolls new state employees into required compliance courses; 
  • Functions as technical expert in the setup, and use of L&D resources, such as laptops, projectors, conference call centers, and Webex administration; 
  • Tracks and assists in the resolution of help desk tickets;
  • Monitors and tracks customer service requests for training;
  • Maintains training materials on My SPD SharePoint site.

This position is exempt from overtime compensation for additional work hours which may be required to complete essential functions or other assigned work. Exempt employees may work more than 75 hours in a pay period without additional compensation and must report a minimum of 75 hours per pay period of work hours and/or paid leave taken to receive their base biweekly salary.

What You'll Need for Success:

The ideal candidate in this role should minimally have either 

  • a Bachelor’s Degree with 1+ years of experience, or 
  • an Associate’s Degree with 3+ years of experience, or 
  • at least 5+ years of experience applying the below, outlined knowledge, skills, and abilities in a similar role.

Related certifications and coursework may be considered for education or experience.

  • Extensive knowledge of human resources administration and learning & development; 
  • Strong organizational skills, meticulous, and effective at public speaking and moderating large groups; 
  • Extensive knowledge of Microsoft Office, Word, PowerPoint, Excel, Outlook, Teams, and Articulate 360 eLearning development tools; 
  • Extensive Knowledge of adult learning principles, content development, and delivery;
  • Knowledge of SuccessFactors Learning administration;
  • Ability to establish and implement training program goals, priorities and instructional design methodologies; 
  • Ability to effectively communicate;
  • Ability to work independently and meet division goals;
  • Ability to take appropriate actions and respond in a timely manner; 
  • Detailed oriented, highly organized, and able to handle multiple competing priorities; 
  • Outstanding interpersonal skills, with the ability to build relationships, and establish credibility.
