Role Overview:
As a Junior Web Developer, you will work with the Indiana Department of Transportation (INDOT) Information Technology Division performing application systems analysis and programming duties primarily supporting critical applications. You will develop and implement applications in technologies such as Microsoft.net C#, ASP.net core web development, Salesforce, MuleSoft API Management, connected databases, and cloud services. This position is responsible for maintenance and support of applications. Position will work closely with Specialist and Senior level developers as needed. This role will report to the Application Systems Analyst/Programmer Manager.
Salary:
This position traditionally starts at an annual salary of $61,022.00. Salary for this position may be commensurate with education and job experience.
Location:
This position is located in INDOT’s Central Office, Indianapolis.
A Day in the Life:
The essential functions of this role are as follows:
• Designs, codes and debugs new application software programs and/or makes enhancements to existing application software programs of all levels.
• Tests and debugs new and existing application software.
• Conducts thorough research, fact-finding and analysis of user needs and problems required to develop and maintain information systems of moderate complexity.
• Confers with user community to define information systems requirements and system processing needs.
• Occasionally prepares project feasibility studies.
• Prepares user requirements, functional design, physical design and other relevant system design components.
• Formulates system scope, project cost, time estimates and human resource and equipment requirements for implementation of new application software or enhancements to existing application software systems.
• Prepares detailed specifications from which application software will be written.
• Prepares and conducts system test planning.
• Executes tasks conforming to shop techniques, standards, policies and procedures.
• May use case tools and/or application development software tools.
• Provides complete documentation for new or modified information systems and/or application software programs.
• Monitors completed application software systems to ensure proper execution and performance.

This position is exempt from overtime compensation for additional work hours which may be required to complete essential functions or other assigned work. Exempt employees may work more than 75 hours in a pay period without additional compensation and must report a minimum of 75 hours per pay period of work hours and/or paid leave taken to receive their base biweekly salary.
What You'll Need for Success:
You must meet the following requirement to be considered for employment:
• Associate OR Bachelor’s degree in computer science, information systems, engineering or a related field experience to substitute
• 1+ years Information Technology real time programming experience required
• Subject knowledge of new system design techniques, information technology equipment, operation and capabilities.
• Subject knowledge of information systems design principles.
• Working knowledge of application development software languages.
• Subject knowledge of policies, standards, procedures, and techniques used for application development.
• Working knowledge of application development software tools.
• Working knowledge of information technology equipment, operation, and capabilities.
• Subject knowledge of both system and business applications and competent to work on most phases of applications systems analysis and programming activities of those systems.
• Ability to perform problem solving and analytical analysis.
• Effectively communicate both orally and in writing.
Preferred Experience:
• Develop screens, user controls, interfaces, reports, batch processes for complex web and mobile applications
• Work closely with MIS project managers on making technical decisions
• Knowledge working with Visual Studio.net technologies (C#.net, ASP.net Core, MVC, EF)
• Knowledge in designing and developing MVC views, partial views, layouts, model objects and controller objects
• Knowledge in CSS3, Bootstrap, HTML5 technologies
• Knowledge in JavaScript and jQuery
• Subject Knowledge in designing and developing Web pages (style sheets, themes, dynamic navigation, user controls)
• Subject Knowledge in React and/or Angular JavaScript technologies for web and mobile app development is a plus
• Subject Knowledge of Object Oriented Analysis/Object Oriented Design methodologies in multi-layer architecture
• Subject Knowledge in developing and configuring REST Services using Microsoft .net technologies
• Subject Knowledge in Oracle SQL and PL/SQL
• Provide technical guidance, support and training for the support team while handling help desk tickets
