About the Indiana Department of Revenue (DOR):


The Indiana Department of Revenue team is comprised of over 700 staff that are located in 13 locations across the state of Indiana. We work collaboratively with the Indiana Governor's office, the General Assembly, state agencies, individuals, business owners, corporations, tax practitioners, and a variety of tax program participants to administer Indiana's tax laws.  DOR administers over 65 tax types and annually processes nearly $21 billion of tax revenue.  Our mission is to serve Indiana by administering tax laws in a fair, secure, and efficient manner.

Salary is commensurate with education and job experience.  This position traditionally starts at an annual salary of $53,222.


Role Overview:


The Instructional designer is the primary contact for training on the Service Operations Team.  You will develop and deliver classroom and web-based training to all areas of DOR Service Operations.  You will also manage the development of courses and the construction of instruction materials for the Frontline Service Operations Training Program.  


The Designer will utilize feedback from leadership, representatives, surveys, and Quality Assurance assessments to create and deploy ongoing refresher training.  This will include ensuring that training catalogs, calendars, room bookings, and learner customer service are completed.

A Day in the Life:


The essential functions of this role are as follows:

  • Develop highly engaging and interactive learning solutions.
  • Create content that aligns with organizational and departmental goals.
  • Collaborate with various stakeholders and subject matter experts to identify training needs and create new content.
  • Review and refine current curriculum and modules, ensuring Leader and Learner guides exist for all courses.
  • Apply advanced adult learning theories to practical application.
  • Devise modes of assessments, such as tests or quizzes, to measure the effectiveness of the course.
  • Integrate current PowerPoint and Captivate modules into our learning management system (Success Factors).
  • May serve as backup to classroom trainers as needed.

What You'll Need for Success:


The ideal candidate in this role should minimally have either 

  • Bachelor’s degree.
  • 3+ years of experience in Instructional Design/curriculum development.
  • Strong knowledge and experience of adult learning methods.
  • Ability to develop new content from scratch.
  • Proficient in using software to create interactive and engaging learning experiences.  (Word, Excel, PowerPoint Captivate, etc.)
  • Strong communication skills and attention to detail.
  • In-depth knowledge and experience with Learning Management Systems.
  • Ability to convey complex information clearly and concisely.
  • Ability to work collaboratively with cross-functional teams and build effective relationships with Stakeholders.

Supervisory Responsibilities/Direct Reports:

This role may be utilized in a supervisory capacity based on agency needs.
