About the Job:

As the IT Project Manager Senior, you will be responsible for relationship management, project planning, resource management, tactical execution, and the creation and/or oversight of final project deliverables. In this position you will collaborate with senior management, stakeholders and the team to meet business objectives and provide professional leadership & mentorship fostering respect and trust to inspire others to pursue excellence.

A Day in the Life:

The essential functions of this role are as follows:


  • Manage a team of analysts and developers in the day-to-day performance of their jobs.
  • Ensure that project/department milestones/goals are met and adhering to approved budgets
  • Oversee feasibility researches and estimate project timeline and cost.
  • Will have full authority for personnel actions.
  • Set strategic direction for the above knowledge areas.
  • Develop current and long-range direction of technology in accordance with the direction of the State;
  • Develop policies and procedures, technical standards and methods and priorities for information systems activities;
  • Develop KPI/Metrics for the above knowledge areas
  • Analyze new technologies and make recommendations;
  • Assist in the budgeting process with agency senior management for the information technology division;

What You'll Need for Success:

  • The ideal candidate in this position must minimally have a bachelor's degree and five (5) years’ experience in a related area as an individual contributor,1 to 3 years supervisory experience may be required.  The ideal candidate must also have knowledge in 2-3 of the following knowledge areas:
    • Scrum Agile Methodology 
    • Azure DevOps
    • Full Stack .Net Development
    • Mobile development iOS & Android Development 
  • Broad knowledge of all information technology disciplines and general business theory;
  • Thorough knowledge of the organization and management of the state agency’s operations;
  • Considerable knowledge of the organization and management of state government;
  • Ability to negotiate complex and large sum agreements with other agencies, divisions and outside vendors;
  • Effectively communicate, both orally and in writing;
  • Ability to frame issues based on the policy implications associated with managing what is otherwise a very technical discipline.

Supervisory Responsibilities/Direct Reports:

This role may serve as a team lead for an assigned work group.
