Salary Information:
This position traditionally starts at an annual salary of $67,860.00 but may be commensurate with job experience.

About the Job:

As a member of Indiana's Immunization Information System (IIS), CHIRP, the employee's role is to support the Immunization Program's system by keeping it maintained, upgraded, and developed within their standards and needs. High quality customer service to both end-users and immunization staff is essential to promote the CHIRP system throughout the state of Indiana. In an effort to increase immunization levels of Hoosiers the employee must be able to provide comprehensive system and technical depth to be able to plan, organize, and operationalize the range of implementation of all system components, including the central database, data communications, and data quality.

The employee will also hold the system to the requirements published by the CDC and AIRA with their 12 functional standards of an Immunization Information System. Your job duties play an important role within the balance between the Immunization program and the Offices of Technology and Compliance (OTC).

A Day in the Life:

The essential functions of this role are as follows:

  • Responsible for the design and development and/or working with vendors to perform these duties for the following applications: Children and Hoosier Immunization Registry Program (CHIRP) application as well as other applications as needed
  • Serve as the Registry Manager ensuring 24x7 availability of the State Immunization Registry
  • Work closely with the Immunization Program to ensure that the program needs are met by offering effective technology solutions.
  • Manage continuous quality improvement initiatives aimed at increasing immunization rates and practices in Indiana
  • Network with various partner organizations designed to increasing immunization coverage levels and reduce vaccine preventable disease incidence in Indiana
  • Provide technical assistance and consultation on policies and procedures impacting the Immunization Registry
  • Work with the Registry vendor so the State and the Immunization Division’s mission and goals are met.
  • Responsible for submitting all State and Federally required reports and data with regards to the immunization registry.
  • Lead Analytics initiatives as per the requirements of the Program Area. 
  • Responsible for assigning tasks to other team members that work for the registry including state and contract staff.
  • Work with helpdesk manager to ensure provider questions are answered and issues are resolved in a timely manner.
  • Responsible for coordinating design and development with the current and further vendor of the applications as needed.
  • Provides system analysis and programming, and support to applications used by the Immunization Program and other program areas as needed. Working with management and subject matter experts to ensure the delivery of the software solutions that meet the business requirements and needs of the customer.
  • Coordination with vendor regarding project feasibility studies, formulate complete system scope, project cost, time estimates, detailed system specifications, and IT infrastructure requirements for the CHIRP & AFIX applications as well as other applications as needed. 
  • Working with management and subject matter experts to ensure the delivery of the software solutions that meet the business requirements and needs of the customer.
  • Oversight vendor on maintenance tasks on application databases used by the Immunization Program as needed basis. 
  • Oversight vendor cloud environment and make sure the environment is stable for the operations moving forward. 
  • Creates and maintains project plans. Manage project activities, risks, issues, and resources to ensure the project is completed on time and within budget. 
  • Monitoring project progress and providing status to management and program area. 
  • Coordinate in all activities in regards Immunization program area needs regarding registry and other reports in related to COVID 19 vaccinations projects. 
  • Ensures that project team members’ roles and responsibilities are defined.

What You'll Need for Success:

  • Twelve (12) years, full-time professional work experience in an Information Technology environment with Four (5) full years of applications development experience and at least 4 years of leadership positions
  • Prefer functional knowledge of Health Level 7 (HL7) messaging
  • Advance knowledge of the information systems development life cycle, information technology, project tools and approaches to development and implementation
  • Over 7 years of programming experience as an Oracle PL/SQL Developer in Analysis, Design and Implementation of Business Applications using the Oracle Relational Database Management System (RDBMS).
  • Involved in all phases of the SDLC (Software Development Life Cycle) from analysis, design, development, testing, implementation and maintenance with timely delivery against aggressive deadlines.
  • Experience with Data flow diagrams, Data dictionary, Database normalization theory techniques, Entity relation modeling and design techniques.
  • Expertise in development using Oracle 11g/10g/9i/8i, PL/SQL, SQL *PLUS, TOAD and SQL*LOADER.
  • Effectively made use of Table Functions, Indexes, Table Partitioning, Collections, Analytical functions, Materialized Views, Query Re-Write and Transportable table spaces.
  • Strong experience in Data warehouse concepts, ETL.
  • Good knowledge on logical and physical Data Modeling using normalizing Techniques.
  • Created Tables, Views, Constraints, Index (B Tree, Bitmap and Function Based).
  • Developed Complex database objects like Stored Procedures, Functions, Packages and Triggers using SQL and PL/SQL.
  • Developed materialized views for data replication in distributed environments.
  • Thorough knowledge of enterprise security practices
  • Ability to work in a team environment
  • Ability to communicate effectively, both orally and in writing
  • Ability to maintain effective and professional working relationships with internal and external customers, and vendors
  • Experience with Vendor management is a plus.

This role provides direct supervision for one or more staff members.
