About the Indiana Secretary of State:
The Office of Secretary of State is one of five constitutional offices originally designated in Indiana's State Constitution of 1816. Sixty-one Hoosiers have served as the third highest-ranking official in state government.  Historically the duties of the office included the maintenance of state records and preservation of the state seal, but as state government expanded so did the responsibilities of the Secretary of State. Present duties include chartering of new business, regulation of the securities industry, oversight of state elections, commissioning of notaries public, registration of trademarks and licensing of vehicle dealerships throughout Indiana.

About the Job:

Manages, plans, organizes, and controls all operations and activities of medium to large information

technology projects. Employee works in the Information Technology section of the Indiana Secretary

of State and will report to the Deputy IT Director for the Indiana Secretary of State.

A Day in the Life:

 The essential functions of this role are as follows:

  • Manage and coordinate activities and communication between project team resources, which includes contracted staff, state agencies and other divisions
  • Create, review, revise and maintain project documents
  • Define and manage all governance activities as needed
  • Facilitate a reasonable solution when project team members are not meeting expected project timelines and deliverables
  • Coordinate project resources (budget, booking rooms, aligning schedules
  • Manage and provide reporting of in-flight projects, enhancements, and operational updates
  • Coordinate and facilitate work item requirements sessions between agency partners and vendor partners in conjunction with the business analyst
  • Ensure the delivery of product that meets user requirements
  • Ability to direct and manage activities of the business analyst(s)
  • Coordinate the needs of disparate business units and balance the distinct needs of the various divisions
  • Monitor Testing Team activities: test plan standards and expectations, test cycle planning, test case standards, procedures, and reporting
  • Identify and confirm program-wide scope
  • Coordinate and manage deployments and point releases: timing, schedules, resources, activities
  • Create and maintain change control procedures 

 

What You'll Need for Success:

  • Requires 5 to 7 years of project management work experience; a degree from an accredited university in a related field of study may apply toward the required experience.
  • Advanced knowledge of project cost management, benefit analysis, risk management, funding
  • and estimation of resources.
  • Considerable knowledge of project management theories and practices and the ability to
  • apply that knowledge.
  • Considerable knowledge of the information systems development life cycle, information.
  • technology, project tools and approaches to development and implementation.
  • Ability to gain familiarity with the business functional area under consideration for automation.
  • Ability to lead, encourage and influence others to perform.
  • Ability to communicate effectively orally and in writing.
  • Ability to supervise and manage diverse human resources.
  • Ability to work within a highly collaborate and closely integrated technical team.
