Role Overview

Incumbent functions as a supervisor of a team of hydraulic engineers in the Engineering Services Center (Federal) in the Division of Water, Department of Natural Resources. This advanced managerial and technical position provides technical expertise on functions with the National Flood Insurance Program, the floodplain mapping Cooperating Technical Partner program and the Indiana Floodplain Information Portal. The Cooperating Technical Partner (CTP) program that DNR partners with FEMA provides the Division of Water with the ability to encourage mitigation actions by communities based on the floodplain maps.


Salary Statement

The salary for this position traditionally starts at $75,010.00 but may be commensurate with education or work experience.

 

A Day in the Life:

The essential functions of this role are as follows: 

  • Provide senior-level technical expertise and supervise staff reviewing hydrologic and hydraulic modeling submittals for permit applications.
  • Oversee and approve reviews of construction plans, specifications, design reports, and technical data for hydraulic and water resources engineering projects.
  • Manage and direct all activities related to the Division’s FEMA Cooperating Technical Partner Program, including preparation of Mapping Activity Statements and consultant selections.
  • Supervise the coordination of the Letter of Map Revision review partners program through FEMA, ensuring compliance with FEMA engineering review standards.
  • Advise senior leadership, local officials, and stakeholders on Fluvial Erosion issues, including erosion assessments, solution reviews, and hazard zone mapping.
  • Direct and oversee hydrologic and hydraulic work related to floodplain mapping studies, Floodplain Analysis and Regulatory Assessments (FARAs), floodway permit applications, and dam and levee safety permit applications.
  • Lead field inspections and office meetings related to county drainage projects, ensuring technical accuracy and compliance.
  • Supervise inspections and report development for state-owned high-hazard dams and other critical water infrastructure.
  • Provide guidance to state and non-state dam and levee owners on design standards, maintenance, and safety improvements.
  • Serve as a key decision-maker during emergency conditions involving streams, lakes, dams, and levees.
  • Prepare and approve detailed technical reports, letters, and memos outlining findings and recommendations.
  • Represent the program in public forums, seminars, and professional meetings, ensuring stakeholder engagement and education.
  • Develop, document, and present technical evidence for enforcement activities and compliance actions.
  • Provide expert testimony for legal and legislative initiatives related to hydraulic engineering, floodplain management, and dam safety.
  • Manage human and financial resources, ensuring effective allocation and operational efficiency.
  • Oversee communication with permit applicants to ensure regulatory compliance and process efficiency.
  • Recruit, select, onboard, and train employees to ensure role responsibilities and expectations are clearly understood while providing opportunities to continuenprofessional development. 
  • Set expectations, measure progress, provide ongoing feedback, and evaluate the performance of employees.  Ensure work adheres to quality standards, deadlines, and
    proper procedures.

This position is exempt from overtime compensation for additional work hours which may be required to complete essential functions or other assigned work. Exempt employees may work more than 75 hours in a pay period without additional compensation and must report a minimum of 75 hours per pay period of work hours and/or paid leave taken to receive their base biweekly salary.

What You'll Need for Success:

You must meet the following requirements to be considered for employment:

  • Bachelor of Science in civil, environmental, or agricultural engineering with an emphasis on surface water hydrology, hydraulics, and drainage.
  • Must be registered as a Professional Engineer in Indiana.
  • Minimum five (5) years of responsible hydraulic engineering experience, with at least four years under the supervision of a registered Professional Engineer (Master’s degree may substitute for one year; Doctorate may substitute for two years).
  • Broad expertise in hydrologic and hydraulic engineering, including regulatory review of engineering plans.
  • In-depth knowledge of water resources engineering principles, inspection methodologies, and dam safety.
  • Ability to adapt to evolving engineering practices and technologies in hydrology, hydraulics, floodplain mapping, and dam safety.
  • Understanding of failure mechanisms in earthen embankments and strategies for mitigation.
  • Expert knowledge of the Flood Control Act permitting process and FEMA Flood Insurance Rate Maps.
  • Strong problem-solving abilities to assess complex engineering challenges and develop viable solutions.
  • Ability to formulate long-term strategies for program improvements and regulatory compliance.
  • Ability to delegate work effectively, set clear expectations, and manage team workflows.
  • Strong decision-making skills to ensure well-informed and objective outcomes that positively impact programs and projects.
  • Skilled in providing feedback, guidance, and coaching to develop team members’ skills and performance.
  • Strong technical writing skills for preparing detailed reports, recommendations, and compliance documents.
  • Effective public speaking abilities to present information to stakeholders, policymakers, and technical audiences.
  • Ability to provide expert testimony for legal and legislative matters related to hydraulic engineering and water resource management.
  • Must be able to perform essential job functions with or without reasonable accommodations.

Supervisory Responsibilities/Direct Reports:

This role may serve as a team lead for an assigned work group.
