About the Job:

This administrative position serves as the Deputy Director for the Division of Home & Community Based Care in the Consumer Services & Health Care Regulation Commission (the "Commission"). The position reports to the Home & Community-Based Care Division Director and is responsible for oversight of the Division's field survey operations, including leading/mentoring multiple area survey supervisors. The position is responsible for working with the Home & Community-Based Care Director and the Director of the Division of Survey Supports & Guidance ("SSG") to ensure proper training and job performance of the Division's field surveyors. As directed, the position builds and maintains positive relationships with Home Health/Hospice/ESRD/RHC owners, managers, and staff; communicating with facility residents and their familes and advocates; and working collaboratively with providers, provider associations, and the Centers for Medicare/Medicaid Services ("CMS").

A Day in the Life:

The essential functions of this role are as follows:

  • Embrace and model the Commission priorities of collaboration, respect, cross-training, and excellent customer service with and among Commission employees and program areas.
  • Provide supervision to currently four Area Home Health/Hospice Survey Supervisors and other staff as assigned.
  • Develop and monitor performance standards for the Area Survey Supervisors, including through interim and annual performance appraisals.
  • Assist the Director of Strategic Resources as needed with employee recruiting, onboarding, discipline, and separations.
  • Monitor daily survey progress and timely resolve problems that arise, seeking help as necessary from the  Division Director and/or the SSG Director.
  • Work to ensure survey completeness and quality through monitoring of and attendance at surveys, hands-on teaching of good survey methods, and timely reinforcement of survey standards and methodology
  • Work to ensure high quality survey report writing through effective quality review and, in collaboration with the Division Director and SSG Director, implementation of trainings and practices and trainings as needed to improve substandard reporting and writing.
  • Work to ensure surveyor and supervisor professionalism, courtesy, and overall positive behavior during facility surveys through monitoring, attendance, and employee counseling.
  • Assist and support the Division Director, the SSG Director, and the Assistant Commissioner as needed in addressing with CMS and Indiana state and federal officials on program and Commission issues.
  • Create agenda and materials for Quarterly Area meetings.
  • Monitor Federal Resource and Comparative Surveys - provide guidance accordingly.
  • Monitor Informal Dispute Resolution reports. Address reports individually and with all surveyors as required.
  • In the future, potentially monitor the Working Leader (WL) program to ensure the WL's are providing new surveyors with onsite survey training.
  • Work as requested with Division Director and SSG Director on planning and conducting semi-annual survey staff meetings.

What You'll Need for Success:

5+ years team supervision/management experience preferred, demonstrating broad knowledge of federal regulations and state licensure rules pertaining to Home Health/Hospice Certification and Licensure requirements
Demonstrated ability and judgment to accurately and effectively apply the federal regulations and state rules to various situations that arise on a day to day basis.
Skills and ability to significantly and positively impact overall customer service and experience of both external and internal customers of the Division.
Broad administrative and managerial skills; ability to influence and engage direct and indirect reports and peers in designing and implementing new processes and programs to increase operational and fiscal efficiencies and integrity.
Excellent communication, interpersonal and conflict resolution skills.
Able to work and lead others effectively in a high stress, changing environment.
Must be proficient with Microsoft Office products (e.g.., Word, Excel).as well as IQies (the federal survey database) and be able to become proficient in future software and hardware upgrades.
Excellent judgment and creative problem-solving skills, specifically related to new process design and change management to support and enhance field survey operations.
Strong strategic decision making and highly proficient in analyzing, monitoring and reporting on a broad variety of information
Strong mentoring, coaching experience with a broad team with diverse levels of expertise

Supervisory Responsibilities/Direct Reports:

This role provides direct supervision for one or more staff members.
