The Homeless Management Information System (HMIS) Data Analyst will assist the Community Services division within IHCDA and our partners in the Indiana Balance of State (BoS) to use, improve, and implement data driven decision making in the fight to end homelessness in the Indiana BoS. This position is the lead staff member in effecting the annual Point-In-Time(PIT) Count, and Housing Inventory Chart (HIC) to meet IHCDA strategic goals and to assist our partners in ending homelessness in the Indiana BoS. The candidate for this position will require strong critical thinking, customer service, training, and program implementation skills to assist the Community Services division in becoming a thought leader in homelessness across the country.

Essential Job Responsibilities:

Overall Data Analysis Duties:

  • Execute the CoC data quality plan under the direction of the HMIS Manager and Community Services Director.
  • Offer technical assistance to sub-recipients and partners around their data quality, how they might improve their data collection and analysis, and how they might use their data to tell their story.
  • Provide partners and sub-recipients with data dashboards, report cards, and other needed information by region, BOS, and program type for their strategic planning needs.  Offer technical assistance in areas of improvement with these items.
  • Candidate will be a key team member in ensuring timely submission the following federal reports to HUD: System Performance Measures, Longitudinal System Analysis, Housing Inventory Chart, Point-In-Time Count.
  • In conjunction with the HMIS/CE Trainer/Analyst, conduct trainings in person and online to internal and external partners on topics that may include but are not limited to Data Quality Training for end users, Point in Time data entry training, and Data Quality Reports


Point in Time & Housing Inventory Count Duties:

  • Provide primary leadership for the Continuum of Care in collaboration with the HMIS Manager for the Housing Inventory Chart by obtaining housing verification for projects annually, checking data, and following up with programs for clarity. Finalize and enter in HDX annually.
  • Provide primary leadership for the Point in Time for the Continuum of Care in collaboration with the HMIS Manager.
  • Develop surveys for PIT, provide training and oversight of the process and verify data. Work with HMIS team to finalize numbers and ultimately report in HDX annually.
  • Assist with PIT reporting by reviewing data quality reports as necessary
  • Assist with federal reporting needs and inputting information into the HUD software HDX or others as needed for federal report requirements around HIC and PIT.
  • Create or update the process by which organizations have an opportunity to annually update their project beds and units.
  • Complete, update and resolve any issues with the Housing Inventory Chart/Worksheet on a regular basis as required by HMIS Manager.
  • Respond to questions and provide assistance as needed for the HIC and HDX requirements and improvement of data quality.
  • Work in collaboration with Indianapolis CoC to create state wide data.
  • Work with IHCDA marketing and Community Services director to share results of PIT and HIC annually.
Preferred Experience:
  • Working or volunteering for a homeless or domestic violence provider, particularly work within a Continuum of Care for more than 2 years
  • Required education:  BA or BS, preferred in Computer Science, Social Service, Psychology, Social Work, Business, Communication, or similar field and with strong computer skills and knowledge. 
  • Required experience and licensure:   Candidate must have training experience and excellent technological skills. Candidate must have a valid Indiana Driver’s License.

This position’s salary range starts at $42,000 but will commensurate with experience.
