About the Indiana State Budget Agency (ISBA):

 

The Indiana State Budget Agency pursues excellence in fiscal decision-making and fiscal results on behalf of the Governor and in support of the General Assembly.  We assist with revenue forecasting, budget development, fiscal analysis, budget management, and financial management policies.  We evaluate and communicate the fiscal and policy impacts of legislative proposals to provide the best information available to decision-makers.
  

Role Overview:

 

The State Budget Agency has acquired eCivis, a new statewide grants management solution for both state and federal grants. A Grants Management Analyst will be part of a team responsible for adopting and implementing the software and ongoing change management. This team is responsible for developing and leading a change management and workforce transition plan, using fit-gap analysis and internal agency feedback to support adoption, creating support materials for communication and educational purposes, and providing technical assistance, oversight, and compliance guidance.  


Salary:

 

This position traditionally starts at an annual salary of $70,122 but may be commensurate with education and job experience.

A Day in the Life:

 

Grants and Finance:

  • Understand state and federal administration requirements such as, but not limited to, various financial and programmatic reports, award letters, and contracts.
  • Assist in developing technical standards and policies to meet the customers, peers, and organization needs.
  • Plan, develop, organize, write, and edit operational procedures and manuals.
  • Assist with providing training sessions regarding the grant process and the grant system.

 

Business Processes:

  • Formulate and define system scopes and objectives through research and fact-finding combined with a basic understanding of user needs business systems and industry requirements.
  • Facilitate process change by integrating new processes with existing ones and communicating changes.
  • Establish and maintain strategic partnerships with assigned customers to help them meet their business and technical needs.
  • Perform technical assistance through various computer systems to internal and external customers.
  • Create documentation for the business system workflows.
  • Recommend and facilitate quality improvement efforts
  • Review requests for fulfilling program objectives and federal and agency requirements and policies,
  • Facilitate the delivery of technical business solutions and products to customers.

 This position is exempt from overtime compensation for additional work hours that may be required to complete essential functions or other assigned work. Exempt employees may work more than 75 hours in a pay period without additional compensation and must report a minimum of 75 hours per pay period of work hours and/or paid leave taken to receive their base biweekly salary.

What You'll Need for Success:

 

  • Bachelor’s degree (or 3 years of relevant work experience).
  • Proficient knowledge of federal grant requirements, including U.G.G. (2 CFR 200).
  • Proficient knowledge of state financial requirements, including the state Financial Management Circular.
  • 2+ years of federal grant management or federal grant audit experience.
  • Preferably to have 2+ years of state finance experience.
  • Preferable to have working knowledge of programs, program planning, public administration, and the political system as they relate to the grant process.
  • Preferable to have working technical knowledge of eCivis or grants management solutions.
  • Strong ability to communicate, orally and in writing.
  • Ability to assist grant staff with federal, state, and local contacts to retrieve required information via telephone or e-mail as required.

Supervisory Responsibilities/Direct Reports:

This role may be utilized in a supervisory capacity based on agency needs.
