About the Job:

The Financial Operations Specialist contributes to fulfilling the IHCDA mission and vision by meeting IHCDA’s strategic, operational, and program goals. This is done by regularly analyzing, reviewing, processing, and paying claims submitted by sub grantees.  They are also responsible for providing guidance to Program Staff regarding federal guideline compliance and updates within each program and are a vital part in the process of analyzing and communicating specific guidelines to partners working with IHCDA.  They analyze the amounts and items within the claim to determine that only eligible costs are being reimbursed and that proper documentation is received to verify expenditures.  Additionally, the Financial Operations Specialist is responsible for entering all new program and award data into IHCDA’s Data Management System and other federal reporting systems as well as they are responsible for the quality and consistency of that data input and output.  The team will also help identify and solve technical issues that the partners could encounter with the online system.  

A Day in the Life:

The essential functions of this role are as follows:

 

  • Provide excellent customer service to all partners, customers and constituents of IHCDA at all times;
  • Review, analyze and process claims submitted by sub grantees to ensure timely reimbursement/payment of each eligible expense and to ensure that each expense contains the proper documentation;
  • Ensure all claims are reviewed in a timely manner based upon date of submission, program requirements, or as directed by management;
  • Provide technical assistance to customers with questions on the submission process, documentation requirements, expense eligibility questions, etc;
  • Evaluate, analyze and resolve issues with regard to customer concerns, process concerns, inappropriate documentation, ineligible expenses, etc;
  • Notify the Financial Operations Manager of opportunities for system enhancement, systemic/repetitive issues noted in the various software and systems utilized by IHCDA and the Financial Operations Department, trends in claim review issues, etc;
  •  Coordinate and participate in projects for the enhancement and improvement of IHCDA’s Data Management System;
  • Respond to interdepartmental requests for reports using information from the Data Management System;
  • Actively participate in timely entering of data into IHCDA’s Data Management System as well as the quality and consistency of that data input/output;
  • Facilitate consistent, accurate and complete reporting on the financial operating condition of IHCDA;
  • Coordinate and assist Community Programs, Community Services as well as other departments in IHCDA with issues/questions regarding claims, submissions, policies, reconciling checks/receivables associated with Grantees, data entry, etc;
  • Adhere to all IHCDA and Financial Operations Department policies and procedures guides in daily activities;
  • Actively participate in the various Continuous Improvement activities at IHCDA;
  • Other duties as assigned.

What You'll Need for Success:

  • Minimum of a High School Diploma or High School Equivalency (HSE). Post-Secondary degree preferred;
  • 1-2 years customer service experience preferred;
  • 1-2 years experience in federal programs preferred;
  • 1-2 years experience in claims analysis/review;
  • High detail orientation and accuracy;
  • Quality Customer Service;
  • Strong problem solving skills;
  • Ability to prioritize and organize tasks/time and meet deadlines under pressure;
  • Ability to apply sound judgment, the ability to analyze documentation in order to make informed decisions and support those decisions with evidence;
  • Adaptable in the face of a changing work environment;
  • Ability to work well as part of a team and as an individual;
  • Comfortable working in varied computer programs and databases;
  • Proficient in Microsoft Office products;
  • Ability to understand General Ledgers, Trial Balances, CFR-200 and basic Accounting Reports.

Supervisory Responsibilities/Direct Reports:

This role does not provide direct supervision to direct reports.
