Salary Information:

This role hires at a base salary of $47,476.

About the Job:

As the Fiscal Audit Supervisor, you will be responsible for the Community Corrections Fiscal Audit Division. This position requires a highly skilled professional and experienced Certified Public Account (CPA) in order to conduct a complex financial audits using advanced accounting principles, standards, and techniques. In this role, you will utilize prior supervisory experience as two field fiscal auditors report to the supervisor. This division creates the division’s financial internal and external procedural bulletins as it plans and performs audits of financial and programmatic records of various entities such as government agencies

A Day in the Life:

The essential functions of this role are as follows:

  • Responsible for the coordination and oversight of grant entity contractual funds and financial audits for each grant funded entity in the Community Corrections Division and other audits as assigned within the Indiana Department of Correction
  • Responsible for the daily supervision of fiscal audit division staff and responsible for the development of staff and the completion of performance evaluations. 
  • Develops, implements, and maintains the financial reporting procedures based on detailed analysis and research of State Board of Accounts procedures, state statutes, administrative polices, best fiscal practices, and contractual requirements
  • Coordinates the development, improvement, and maintenance of the division’s written fiscal procedural bulletins, the fiscal division’s on the job training manual, and policies on the expenditures and reporting requirements of grant funds  
  • Provides technical assistance and training on best financial practices to the grant funded entities on expenditure reporting requirements and policies and procedures of allowable grant funded expenditures
  • Plans financial audits by understanding entities contractual budget, objectives, structure, policies, processes, internal controls, and external regulations; identifying risk areas; preparing audit scope and objectives
  • Acts at the main point of contact and supervisory lead of the fiscal audit procedures and processes while in the field and conducts meetings to present audit results with grantees 
  • Assess compliance with financial regulations and controls by executing audit program steps; testing general ledger, account balances, balance sheets, income statements, and related financial statements; examining and analyzing records, reports, operating practices, and documentation.
  • Assess risks and internal controls by identifying areas of non-compliance; evaluating manual and automated financial processes; identifying process weaknesses and inefficiencies and operational issues.
  • Communicates audit progress and findings by providing information in status meetings with the agency fiscal staff; highlighting unresolved issues; reviewing working papers; preparing final audit reports, and improve protection by recommending changes as needed.
  • Provides the grant funded entities and division staff with fiscal audit and site review report findings
  • Establishes quality assurance measurements concerning best fiscal practices, policies, guidelines and outcomes
  • Ensures all related program goals and objectives are consistent with those established by the Commissioner and staff, as well as statute, and monitors successful achievement
  • Collaborates with the IDOC's legal division, local/state/federal agencies to fiscal practices are in compliance with applicable law, rules, regulations and standards (i.e. American Correctional Association)
  • Contributes to team results by welcoming new and different work requirements; exploring new opportunities to add value to the organization; helping others accomplish related job results as and where needed.

What We're Looking For:
  • Must possess a certified public accountant (CPA) license in good standing
  • Bachelor’s Degree in Business, Accounting, or Finance preferred; three years full-time professional experience in accounting, auditing, business administration, financial management/analysis, or related experience
  • Experience working with county governments is preferred
  • Travel (approximately 50%) is required to conduct fiscal audits and site reviews for the divisions grant funded entities. All travel will be within driving distance in the state of Indiana. Overnight stays will be required based on the schedule of the fiscal audit set by the fiscal audit supervisor. Typically, audits require 1-2 nights per week across the state
  • Knowledge of basic principles of accounting such as the Generally Accepted Accounting Principles (GAAP) typically attained by baccalaureate degree in accounting or finance
What You'll Need for Success:
  • Broad knowledge of Indiana county governments and State Board of Account’s county manual
  • Knowledge of Community Corrections and evidence based recidivism reduction programs and practices 
  • Knowledge of the Department’s policies/procedures, executive directives and related regulations
  • Knowledge of the applicable laws, rules, regulations, standards, and court decisions affecting grant funded entities/programs
  • Ability to communicate effectively with facility personnel, and persons from various levels of government and management 
  • Exception knowledge of computer programs such as Microsoft Excel, Outlook, and Word
  • Dependability, attention to detail, good time management and multi-tasking skills
  • Flexibility and adaptability to respond quickly to issues and needs
  • Excellent verbal and written communication skills
  • Excellent problem solving and analytical skills
  • Ability to accurately review, track and analyze financial data
  • Ability to understand and write reports, data collection and reporting procedures
  • Ability to analyze and interpret information pertaining to fiscal accounts, grants, records and financial reports
Supervisory Responsibilities/Direct Reports:
This role provides direct supervision for one or more staff members.
