About the Job:

As a Facility Specialist for the Division of Facilities, iou will be responsible to the Capital Program Director within the Administrative Bureau of the Indiana Department of Natural Resources.  This position assists division and field management staff to implement state policies and agency directives for matters involving capital project development, master plan development, facility assessment, facility inventories and project budget cost analysis. The incumbent assists in the development of department capital project projects, facility management and maintains keys and lock systems. The position advises department staff on best practices in facility management, historic preservation, energy conservation and life cycle costing for coordinated capital asset programs.

A Day in the Life:
  • Serves as the Division Coordinator for Facility Planning as it pertains to Preventative Maintenance and Capital Projects. Reviews guidelines and procedures for the field implementation applications.
  • Serves as the Division's facility coordinator with IDOA, particularly project prioritization pertaining to Preventative maintenance and capital projects for the Central Office
  • Assists with facility and fiscal inventories, particularly regarding new facilities, building disposal, and other forms of inventory. Has complete knowledge and understanding of the state inventory system and state surplus process.
  • Processes Delegated Contracts and JOC's, corrections and information requestsfrom Purchasing for Public Works ADA documents. Processes division purchases for ADA projects and accounts.
  • Assists capital budget analyst, and all projects related to ADA Rehab projects. Completes journal vouchers and ID bills as they come in from the field, has appropriate Division personnel sign off, and forwards to the budget analyst for review before they are sent to Accounting for processing.
  • Compiles informatio nand facilitates the review process for cost estimates between the divisions and the capital budget analyst as they pertain to the PM and Rehab projects and accounts.
  • Oversees coordination, tracking and performance of specific capital projects. Provides detailed department and division quarterly progress reports. Prepares statistical reports related to Department accomplishments, efficiencies and other items for Division Business planning; including providing statistical information for historical comparisons.
  • Coordinates data-gathering from other DNR divisions for division reports and business proposals.
  • Coordinates surveys, analyzes and provides recommendations regarding administrative planning and capital projects; receives and problem-solves inquiry's from divisions.
  • Researches and advises Division management of potential QPA Development.
  • Works closely with Security Staff Access Control and Lock and Key vendors.
What We're Looking For:
  • Working knowledge of state laws, policies and procedures as the pertain to accounting, bookkeeping, purchasing and budget processes.
  • Extensive knowledge of agency organization, function and purpose.
  • Demonstrated ability to design, implement and manage databases.
  • Experience with integration of databases, photographs and Geographic Information Systems (Arc Maps).
  • Ability to coordinate long term projects and develop timelines for program development and completion.
  • Ability to work independently with guidance from Executive Management Team, and particularly, the Director of Facilities , Fleet and Asset Management.
  • Experience or training in budgeting, accounting, and related computer applications.
  • Ability to manage and balance multiple complex facility projects.
  • Ability to interpret complex financial financial statements and reports.
  • Ability to develop new, or modify existing, planning and reporting procedures and methods.
  • Ability to interact effectively both orally and in writing.
  • Extensive knowledge and proficiency in Microsoft Office products, including Word, Excel, Outlook and some PowerPoint.
  • PeopleSoft Financials knowledge strongly desired.
  • Ability to manage database management, preferably in Microsoft Access.
What You'll Need for Success:
  • Bachelor Degree in Business Administration or related field.  Relative experience may be substituted on a year to year basis.
Supervisory Responsibilities/Direct Reports:
This role does not provide direct supervision to direct reports.
