Salary Statement:

This position traditionally starts at $38,688 per year and may be commensurate with education and work experience.

About the Job

This position exists within the Indiana Army National Guard (INARNG) Environmental Management Branch with a primary duty station located in Indianapolis. You will be responsible for regulated waste management, multi-media regulatory compliance, environmental permits, plans, and training. This position is about 50 percent field work to conduct regulatory audits and confirm compliance with federal, state and local laws, reguations and Army National Guard policy. This position determines compliance and provides solutions to achieve compliance and stewardship goals to an audience of senior leaders, project managers and Soldiers using using verbal, written, and electronic communications that are clear and concise.

A Day in the Life

The essential functions of this roles are as follows:

  • Completes internal compliance assistance visits and facilitate external compliance audits at Indiana ArmyNational Guard facilities according to National Guard Bureau protocols. Facilities include all Readiness Centers(Armories), training sites and all aviation and vehicle maintenance locations. Identify, document, and correctdeficiencies in the national tracking database. Prepare annual Installation Internal Assessment Plan.
  • Interprets laws, regulations, policies, and guidelines within area of assignment as they pertain to the IndianaArmy National Guard (INARNG).
  • Identifies wastes for characterization or TCLP testing, complete handling protocols sheets and waste profiles todemonstrate “generator knowledge”.
  • Develops and coordinates programs and work plans that maintain compliance and compliments military missionrequirements. Collects necessary data to prepare and submit annual EPCRA and waste activity reports to requiredagencies, as well as periodic data calls on Hazardous Waste generation and pesticide usage.
  • Maintains competency in, writes, updates, and ensures compliance with SPCC Plans, Hazardous Materials SpillPlans, Pollution Prevention (P2) Plan, Integrated Pest Management Plan, Hazardous Waste/Materials ManagementPlan, IDEM issued permits, etc.
  • Provides training as needed to comply with SPCC, P2, Hazardous Waste, Used Oil, Universal Waste, PestManagement, permit conditions and general environmental awareness training for soldiers and employees.
  • Writes/reviews contract specifications and scopes of work for environmental projects and services.

What You'll Need for Success

  • B.S. degree with specialized training in environmental science, policy, or closely related scientific field.
  • Desired five (5) years work experience in an environmental or environmental public health field, or accreditedcollege training in a related field. Relevant course work or considerable experience in a related area may substitue.
  • Ability to read and interpret regulations, technical documents, and environmental operating permits.
  • Knowledge of state/federal regulations with emphasis on RCRA, EPCRA, CWA, SDWA, CAA, etc.
  • Demonstrated knowledge of federal and state regulations as they apply to program area and the ability to applythis knowledge in a variety of conditions and situations
  • Excellent research and writing skills to prepare accurate, clear and thorough reports and documents.
  • Ability to communicate effectively with soldiers, co-workers, general public and other government agencies.
  • Ability to attend on-the-job training courses usually requiring out-of-state travel.
  • Ability to establish and maintain effective working relationships with staff and deal tactfully with a variety ofindividuals including community leaders, government officials and representatives from city, state and federalgovernments
  • Ability to perform public speaking, training, and dialog with non-technical staff
  • Ability to work outdoors in adverse weather conditions and/or rough terrain
  • Ability to lift up to 50 pounds.
  • Must be able to pass a background check and obtain a security clearance to use government computersystem.
  • Ability to meet physical demands of the position, such as lifting bending, walking or standing for long periods,working outdoors in hot/cold working environments, and wearing half-face respirator when working with aerosolpaints and other hazardous chemicals.
  • Must have and maintain a valid driver’s license.

Supervisory Responsibilities/Direct Reports:

This role does not provide direct supervision to direct reports.
